<br />Rental Property Ordinance <br /> <br />Mr. March reviewed the rental ordinance with Council. He recommended that the language in <br />Section 38.12, Subd. 2 be changed to read "....including any provision of the Uniform Housing <br />Code" instead of the presently stated language. <br /> <br />Council member Broussard Vickers expressed concern regarding the exception of "domestic <br />assaults in Section 38.152, Subd. 2.10. City Attorney Hoeft explained the reason that domestic <br />assaults were excepted, but the section could be changed to include domestic assaults. <br /> <br />It was the consensus of Council to make the change to include domestic assaults. <br /> <br />Motion by Council member Broussard Vickers. seconded by Council member Travis to <br />direct staff to make the chanees and prepare a Title and Summary for Council review at <br />the November 22. 1999 meetin~. Motion carried unanimouslv. <br /> <br />Council Chambers Rental Policy - For-profit Organizations <br /> <br />Mr. March reviewed the draft rental policy with Council. <br /> <br />Motion by Council member Broussard Vickers. seconded by Council member Nelson to <br />adopt the Council Chambers Rental Policy. Motion carried unanimously. <br /> <br />Tn-City Police Joint Powers Agreement <br /> <br />Mr. March stated that he spoke with the City Administrators ofCirc1e Pines and Lexington to find <br />out where they are in the process of reviewing this document. Mr. March stated that the <br />attorneys for both cities are currently reviewing the document. He also stated the city attorneys <br />and city administrators for all three cities would be meeting to try and hammer out language in the <br />agreement so that hopefully the agreement can be approved the first meeting in December. <br /> <br />City Attorney Hoeft stated that he only has suggestions that are policy related. <br /> <br />Mayor Wtlharber stated that the issue of non-payment would be addressed at the next meeting of <br />the police commission. He also stated that he received a question in relation to a "Joint Civil <br />Service Police Commission." <br /> <br />City Attorney reviewed the Joint Civil Service Police Commission issue. He stated that he would <br />not recommend that a Civil Service Police Commission be formed <br /> <br />St. Paul Water Utility Surplus Property - Peltier Lake Flowage <br /> <br />Mr. March stated that the Parks and Recreation Committee reviewed the surplus property issue <br />and that they recommend that the City does not acquire this property for park purposes. <br /> <br />Page 3 of6 <br />
