Dave said <br />that the city shouldn't hand out credits for ponds because Eagle Pass will require ponds <br />because it is so flat. Rockey stated that it is only credited if it is a storm water retention <br />pond. <br /> <br />Compromise of$17,500 on storm water fees. <br /> <br />Rockey requested that the city prepare a summary sheet in the agreement on how much <br />cash is needed, how much in a letter of credit, etc. <br /> <br />The council will hold a special meeting on June 5th to discuss and set final approval of <br />contract and plat by June 10th contingent upon FEMA and RCWD approvals. <br /> <br />Eagle Pass <br /> <br />Dave informed the council the developer for Eagle Pass would prefer not to go through <br />the 429 process. This would then not be subject to bidding. Dave said the city loses some <br />control. <br /> <br />Sanna said she would prefer to stick with city installed improvements. <br /> <br />As per Jim's memo dated May 28, 1996, he did a survey of the surrounding communities <br />and his recommendation would be that the city engineer be involved from the start. He <br />feels this would reduce communication problems, eliminate duplication and would <br />ultimately provide the city with a higher quality in the finished product. <br /> <br />Dave stated that he could foresee some problems with the current plat, utilities and storm <br />water. <br /> <br />Consensus of the council whether to have city installed improvements or developer: <br />Sanna - City; Mary Jo - City; Tom - City; Laura - City, but that it should be bid out for <br />different engineers; Theresa - City, but would like to have another engineer double check <br />to keep checks and balances. <br /> <br />Sanna believes MSA is loyal. The council discussed MSA as the city engineer firm. <br />Theresa said she was not saying to get rid ofMSA but that the city should look at using <br />more than one engineer to review projects that are on a larger scale. <br /> <br />Dave said a new engineer firm would not be able to give the quality of service that MSA <br />can provide. MSA knows the town, the soils, the people, etc. <br /> <br />Mary Jo requested that whenever a MSA representative is in town that they check in with <br />Jim. <br /> <br />~ <br /> <br />Jim suggested a workshop be set up to discuss policies, etc., prior to budget preparation. <br />He added that anytime the city is looking at a consulting firm that quality of service be <br />looked at as much as cost. <br /> <br />CC5-29WK.WPS <br /> <br />Page 4 <br />
