<br />City Council Minutes from July 24, 1996 <br /> <br />~ <br /> <br />Powers-Rasmussen explained that because of her absence she had questions regarding the <br />feasibility study and wetlands in the park. She also expressed frustration with the decrease <br />in the open space and that is not turning out to be what was originally proposed. <br /> <br />Nyberg stated that the schedule will slip some because the city has not received the <br />required escrow amount. (The schedule is noted in MSA's letter dated July 12, 1996.) <br /> <br />Nyberg said because the developer is funding the project, versus going through the 429 <br />process, the street and utilities do not have to be bid. C. W. Houle is the contractor <br />generally used by the developer. <br /> <br />Nyberg suggested that a good way to keep some control over the project would be <br />approving the pay estimates. <br /> <br />General consensus of the council is that no action or staff time is to be spent on the project <br />until the escrow is received. <br /> <br />Clearwater Meadows <br /> <br />Nyberg stated the final submittal has been drafted and routed internally at Dewberry and <br />Davis and the main issues have been communicated with FEMA. There appears to be no <br />problems with the FEMA application. <br /> <br />Nyberg stated the utility bid could be awarded at the August 14 meeting and if it would go <br />to August 28 the contractor has said they will extend the bid. <br /> <br />Appraisal Proposals <br /> <br />Helmbrecht stated it would be to the city's benefit to use an appraiser that works with <br />Anoka County Court system. <br /> <br />March stated it may be premature to have appraisals done before an issue has been <br />formally presented to the city. Brenner said that the appraisals were requested to assist in <br />setting the assessments. Nyberg thought it would set a standard that may not be in the <br />best interest of the city. <br /> <br />MOTION by Helmbrecht, second by Brenner to request that staff research what other <br />cities are charging for water assessments and their procedure and to hold off on the <br />appraisals. Motion carried, Powers-Rasmussen voted nay. <br /> <br />Antenna Permit Fee <br /> <br />MOTION by Helmbrecht, second by Powers-Rasmussen to approve the antenna permit <br />application fee of$1250.00 and that resolution 96-05 -- fee structure -- be amended to <br />include this fee.
