City Council Minutes from July 24, 1996 ~ Cable Commission MOTION by Powers-Rasmussen, second by Brenner to approve the Commission's Joint Powers Agreement voting structure as amended as per the letter dated May 21, 1996, from the North Central Suburban Cable Communications Commission. Motion carried unanimously. 1997 Proposed Police Budget As per the Police Chiefs memo dated July 17, 1996, the 1997 proposed budget reflects an increase of3.75% over the previous year. Last year Centerville budgeted $169,889 towards police services. The 1997 proposed budget shows at $176,340, this is a $6,451 increase. Helmbrecht stated that Centerville only has one main event a year and would like police service for the event instead of the Lions Club paying for service. Wilharber said that it is not a big increase considering the union contract for the officers is up for renewal and that there was a cutback in state funding. - MOTION by Wilharber, second by Helmbrecht to approve the proposed 1997 police budget as presented in the Chiefs memo dated July 17, 1996. Motion carried unanimously. Traffic Study According to the Police Chiefs memo dated July 15, 1996, the particular intersection of Mill Road, Hayfield Road and Clear Ridge does not meet the warrant for an all way stop. An he suggested checking with the city engineer on a single stop sign placement for the intersection of Sorel Street and Progress Road. Powers-Rasmussen suggested speed bumps with pedestrian signs or other options that may be more effective. The Public Works Director is to research the cost of speed bumps, what type of maintenance would be necessary and come back to the council with a recommendation.
