<br />Helmbrecht reported Staff expressed an interest in having dinner with the Council and Staff then <br />have a holiday party with committee members and volunteers. The dinner with Council and Staff <br />will be held at the Lake Elmo Inn and the party will be held at the End Zone in Hugo. The End <br />Zone will supply a DJ at no cost and supply an hors d'oeuvre buffet. The buffet would cost <br />approximately $125 to $245 depending on the turn out. Furthermore, decorations would add a <br />nice touch. Councilmember Helmbrecht requested $350 to cover the buffet and decoration costs. <br /> <br />MOTION by Councilmember Brenner to approve the expenditure of$350.00 for the holiday <br />party. Motion seconded by Councilmember Helmbrecht. Motion carried unanimously. <br /> <br />COMMITTEE REPORTS <br /> <br />Mayor Wilharber reported he received notice that in March, Northtown Mall will be hosting the <br />Anoka County sponsored Northern Exposure '98. This is an exhibit arena to give opportunity to <br />Anoka County, Anoka County Cities, and affiliates to share new ideas and progresses. <br /> <br />Mayor Wilharber inquired on the ambulance issue progress. Councilmember Powers indicated she <br />is investigating the issue. <br /> <br />Mayor Wilharber questioned Council and Staff if a representative from the City attended the <br />Cable Meeting. Ms. Gaustad replied she did and will give a report on a later date. <br /> <br />- <br /> <br />ADMINISTRATORS REPORT <br /> <br />Asyst Utility Billing Software <br />Mr. March summarized the benefit and cost savings of the Asyst utility billing software. At the <br />cost of$1,386.25, the Asyst software is rather inexpensive compared to other similar systems. <br />Currently, the City pays .17 per utility bill mailed. However, the new mailing savings and time <br />saving will cause the City to recover the software cost within three years. <br /> <br />MOTION by Councilmember Helmbrecht to authorize Staff to purchase the Asyst utility billing <br />software for $1,386.25. Motion seconded by Councilmember Buckbee. Motion carried <br />unanimously. <br /> <br />Administrative Variance <br />Mr. March briefly described lot 4, block 5 (Acorn Creek II) is too small for the minimal <br />requirements in a R5 zoning which was Council approved in 1995. Mr. March added, the lot <br />requires an easement on the west side of the property, too. Therefore, Mr. March requested <br />approval to do an administrative variance on this particular parcel to allow the lot size and require <br />an easement. <br /> <br />MOTION by Councilmember Buckbee to approve an administrative variance for Lot 4, Block 5 <br />of Acorn Creek II, as per the Administrators recommendation.
