~

Officer Gleason, Circle Pines - Lexington Police Department, suggested Wayne Thompson give
his report from last year's event. Mr. Wayne Thompson, Anoka County Parks Department,
explained the Parks Department requested a contribution for events such as Summer Jam.
Waterworks has yet to pay, the agreed amount of$I,OOO from the past year. Additionally, the
park was left so that Anoka County had to pick up the litter in the area. However, there is no
problem with the number of persons parking their vehicles.

Officer Gleason handed out a suggestion list and a map of the area. Officer Gleason has been
involved with the Summer Jamboree for the last two years and has been asked again by
Waterworks to coordinate this year's police department involvement. Officer Gleason's
recommendation for security during the Jamboree is as follows:

1. Rope off the area on the lake on the south side of the building, thus keeping boats and other
water crafts away from the event.
2. Have an Anoka County boat stationed within the roped area.
3. Waterworks compensates for three off duty officers for security, as well as pay a small fee for
the Reserves and Explorers to help during the concert.
4. Leave the west side of the building vacant for emergency vehicles only.
5. Leave the front side of the building empty so buses can make wide turns onto Main Street.

In addition, Officer Gleason suggested notifYing all the residents around both lakes.
Councilmember Powers suggested Waterworks pay for the County to clean up. Officer Gleason
suggested asking Milo to provide a tanker since last year they pumped the lake and sand did get in
people's eyes.

Councilmember Powers mentioned a couple of concerns; noise, trash, language, notification of
surrounding residents and extra Officers necessary. Further, the security boat in the bay as
mentioned earlier, a swim line to rope off the bay, including a medical tent and have water
available to those who need it. Councilmember Powers suggested no more than 4000 tickets sold
and next year aim to hold the event on a weekday instead of a weekend.

Mr. March suggested waiting to issue the noise permit until all residents around the lake have
been notified. Residents can voice their concerns at the May 28, Council Meeting where Mr.
Sorenson can be available to address any concerns. Councilmember Helmbrecht agreed. Officer
Gleason suggested six to eight, 55 gal. garbage bins. Finally, Mr. Thompson requested the bins
be arranged to be placed on the inside of the cables. Councilmember Brenner suggested Summer
Jam attendance not exceed 1996 levels.

It

Mary Capra - "Around the County"
Ms. Mary Capra, EDC Committee Member, addressed the Council.
