<br />~ <br /> <br />14, and hopefully have final approval by the May 28, Council meeting. Mr. March requested Mr. <br />Black comment on the proposed timing of the development since the council will have to make a <br />decision where to run the utilities. <br /> <br />Mr. Black planned to start grading in June and possibly be ready for bids within two to three <br />weeks after. Royal Oaks plans to keep in contact with the Elementary School for the possibility <br />to run water from the school. However, since the school had bids which were too high, this will <br />not delay Royal Oaks construction. Royal Oaks is waiting to promise building pads, but building <br />permit requests may start in August. Finally, within three years the project should be complete, <br />but possibly sooner. <br /> <br />Mr. Nyberg suggested waiting to approve the grading plan with the plat and developer's <br />agreement. Mr. Black requested approval so they can move forward. Mr. Black asked, "Will <br />there be a problem getting Met Council approval for MUSA?,' Mr. March didn't feel there would <br />be a problem. <br /> <br />Mr. March suggested discussing the Peltier Lake Drive water main, since Mr. Black is present. <br />Mr. Nyberg spoke with Mr. March and suggested meeting with the residents on Peltier Lake <br />Drive and Centerville Road to do an inventory on the road and then look at it annually. Mr. <br />Nyberg asked, "What is the latest time frame to run water down Peltier Lake Drive?". Mr. Black <br />explained he would refer to the council's better judgement and felt it was a council decision. <br /> <br />Councilmember Brenner asked "Has the School had an opportunity for input?". Mr. Nyberg said <br />no. Councilmember Brenner suggested the school and Fire Chiefbe contacted. Mr. Nyberg <br />explained Milo Bennett, Fire Chief sent a letter indicating he would prefer looping the water. Mr. <br />Black commented he has been in contact with the school from the beginning of the project. <br /> <br />Councilmember Helmbrecht suggested the residents be involved in the process and the city budget <br />for the extension for a couple years. Mayor Wilharber commented he would not be in favor of the <br />road being redone without the water line being in place. <br /> <br />Don Moe, 1740 Peltier Lake Drive explained he had been contacted by several of his neighbors <br />about the meeting and they would ofliked to have been here but were unable to attend. The <br />majority of concerns were the financial implications. Further, he didn't feel this was much of a <br />community action, moving on this project without considering the financial implications. Mr. <br />Moe would like the Council to consider a win/win situation, since this is the land of life, liberty <br />and happiness. Mr. Moe suggested the council provide financial options to the residents prior to <br />approval of the improvement. <br /> <br />Mr. March commented the city is concerned about the financial implications from past <br />experiences but the council will not assess property beyond the benefitted value. Mr. March <br />asked Mr. Nyberg if estimates can be determined. Mr. Nyberg recommended the Council <br />authorize a cost analysis and consider another public informational meeting.
