Furthermore, Mr. DeFoe has furnished payment on outstanding city <br />utilities and Police Department expenses. <br /> <br />Councilmember Powers returned to the Council Chambers at 8:31 p.m. <br /> <br />Councilmember Powers questioned if the elementary school and the ambulance service had been <br />paid from the Summer Jam event. Ms. Gaustad replied, not to her knowledge. Councilmember <br />Powers suggested holding the liquor license until the outstanding bills are paid. Mr. March <br />commented, he spoke to Mr. Hellings and the city can hold up the liquor license only for city <br />incurred expenses. Mr. DeFoe commented he did not want to commit paying the outstanding debt <br />without knowing the associated costs. <br /> <br />MOTION by Councilmember Buckbee to approve Waterworks Beach Club liquor license and <br />requested staff investigates Waterworks outstanding community debt. Motion seconded by <br />Councilmember Brenner. Buckbee aye, Brenner aye, Helmbrecht aye. Powers nay. Motion <br />carried. <br /> <br />Public Works Staffing <br />Mr. March summarized the Public Works staffing needs and presented an employment proposal. <br />Furthermore, the proposal has been reviewed by the City Attorney and the Local #49 Union <br />Agent. Mr. March stated based upon the number of two person jobs that the public works <br />department faces, it is his recommendation as well as the Public Works Directors that the City <br />elect to eliminate the two current part-time positions and replace them with one full-time position. <br /> <br />MOTION by Councilmember Helmbrecht to eliminate the two part-time positions and generate <br />one full-time position and the hiring of seasonal personnel as needed, as per Mr. March's <br />recommendation. Motion seconded by Councilmember Buckbee. Helmbrecht aye, Buckbee aye, <br />Brenner aye, Powers nay. Motion carried. <br /> <br />United Waste Billing <br />Mr. March updated the Council on a request from United Waste to implement a new billing <br />process which eliminates the city's involvement with bill collection. Therefore, the City would not <br />certifY outstanding United Waste funds annually to Anoka County. <br /> <br />MOTION by Councilmember Powers to deny the United Waste request proposal. <br /> <br />Mr. March recommended that the City accept the proposal as present by United Waste. <br />Councilmember Helmbrecht suggested trying this process and evaluate the program in six months. <br />In addition, Councilmember Helmbrecht suggested United Waste notifY City Staff and Council of <br />all nonpaying customers within the next six months. <br /> <br />l\'IOTION by Councilmember Buckbee to authorize United Waste to change their billing process <br /> <br />~ <br /> <br />7 <br />
