<br />Pursuant to due call and notice thereof, the City Council of the
<br />City of Centerville held their regular meeting on Wednesday,
<br />November 12, 1980 in City Hall. Mayor Savela called the meeting
<br />to order at 7:10 pm. Present were L'A1lier, Laska and Murray,
<br />Absent: Burque. Motion by Laska, second by Murray to accept
<br />the minutes of the October 22, 1980 meeting, motion carried.

<br />There were no petitions or complaints.
<br />
<br />Rehbein Estates was discussed. Engineer Williams brought council
<br />up to date on status of utility work to be done. Motion by
<br />L'Allier, second by Laska for clerk to issue building permits
<br />ONLY when electric poles are installed and to reduce the bond
<br />to $20,000. (one year maintenance bond), motion carried.

<br />Mayor informed council bids were opened on Improvement #80-1 on
<br />Tuesday, November 11. Resolution Accepting Bid was read and low
<br />bidder was Ro-So Contracting at $29,199.60. Motion by Laska,
<br />second by Murray to adopt R~SOLUTION ACC~PTING BID on Improvement
<br />#80-1, roll call taken: Laska, aye; Murray, aye; L'Allier, aye;
<br />Savela, aye, motion carried. Copy of Resolution is attached to
<br />and made a part of these minutes.

<br />Motion by L'Allier, second by Murray to adopt R~SOLUTION AWARDING
<br />SAL~ OF $40,000. GENERAL OBLIGATION IMPROV~M~NT BONDS OF 1980,
<br />roll call taken: L'Allier, ayel Murray, aye; Laska, aye; Savela,
<br />aye, motion carried. Copy of Resolution is attached to and made
<br />a part of these minutes.

<br />~stimate #6 on Street Improvement #1 was discussed. Amount of
<br />~~i~~~e.was $46,044.20 with 2.5% being withheld in the amount of
<br />$6.,507.52. ~ngineer referred to his letter of December 13, 1979
<br />to Northern Asphalt stating the liquidated damages would amount
<br />to $11,200. based on 112 days from August 1, 1979 to November
<br />21, 1979. Because of the weather, the liquidated damages ~topped
<br />on November 21, 1979 and commenced again June 1, 1980. If we
<br />begin again on June 1, 1980 until November 1, 1980, the days
<br />would amount to 143 for a total of 265 days. The 265 times $100.
<br />a day would amount to a reduction of $26,500, subtracted from the
<br />$46,044.20 would amount to Estimate #6 being $19,544.20. Motion
<br />by Murray, second by L'Allier to pay ~stimate #6 to Northern
<br />Asphalt after Walt Williams calculates the number of calendar
<br />days for liquidated damages minus the 2.5% withheld, Laska,
<br />nay, motion carried.

<br />Laska brought the council up to date on the Mound Trail drainage
<br />situation. Mr. Laska had met with representatives of Anoka
<br />County and they had suggested constructing a small swale down to
<br />the lake, fix up the yards and they would furnish machinery to
<br />do job. Council consensus was to furnish a load of dirt for
<br />the lot west of Laska. Laska was to report back on situation
<br />at December meeting.
