CC Meeting Minutes <br />August 23, 1989 <br />Page Four <br />Motion by Burgstahler, second by Neumann to grant Gerald Rehbein, <br />developer of the Hardwood Pond Estates development, an exception <br />to the requirement that the sidewalk on the west side of Brian <br />Drive be put in by a specific date and that the sidewalk need not <br />be installed until the issue of sidewalk standards is decided by <br />the City Council, motion carried unanimously. <br />Council member Pelton noted that there is broken curb on the <br />Centerville Heights development which appears to have been broken <br />by the contractor building the homes. <br />John Stewart, City Engineer, suggested that this concern be <br />passed on to Gunnar Pettersen, City Building Inspector, and <br />request that before issuance of a Certificate of Occupancy that <br />he inspect the curb and street in front of the property for <br />possible contractor damage. <br />John Stewart, City Engineer, suggested that with regard to the <br />vegetation on the empty lots in the Centerville Heights <br />development, it may be better to leave the vegetation as is, as <br />acceptable cover versus stripping the vegetation and receding. <br />He also recommended that the streets in the Centerville Heights <br />development be seal coated by the developer. <br />Council member Pelton left the meeting at 8:40 p.m. <br />Motion by Burgstahler, second by Peterson to extend the deadline <br />of completion of punch list items on the Centerville Heights <br />development by the Harstad Companies to September 5, 1989; should <br />the punch list not be completed at that time the City Council <br />will consider and decide whether to declare the development <br />agreement in default and draw on the appropriate letter of credit <br />or warranty bond to complete the project, motion carried <br />unanimously. Clerk/Administrator will write a letter to the <br />Harstad Companies to inform them of the extension of the deadline <br />and to remind them of pending payment of past due amounts. <br />John Stewart, City Engineer, presented a copy of partial pay <br />estimate #1 and final for Midwest Underground Inspections for <br />work performed on the 1989 Storm Sewer Maintenance Program. <br />Stewart advised that the work has been completed and recommended <br />
