<br />. <br /> <br />City Council Meeting Minutes <br />July 26, 1989 <br />Page Two <br /> <br />Motion by Neumann, second by Haberman to direct the <br />Clerk/Administrator to contact the City's Insurance Agent to come <br />out and look at the damage at 7073 Centerville Road and to <br />determine the extent of the City's coverage; the results to be <br />reviewed at the August 9, 1989 City Council meeting, motion <br />carried unanimously. <br /> <br />Motion by Neumann, second by Peterson to accept the final draft <br />of the assessment manual and adopt i t as the ci ty Assessment <br />Manual, with the understanding the city Engineer will supply the <br />City of Centerville with a floppy disk, motion carried <br />unanimously. <br /> <br />Discussion of walkway along Main street and Progress Road. <br /> <br />George Haberman - Mayor, Bill Sironen - Anoka County Highway <br />Department and John stewart - City Engineer, met to discuss the <br />placement of the walkway along the north side of Main street and <br />the east side of Progress Road. The County did not see a problem <br />with this placement. <br /> <br />John stewart obtained an estimate from Bituminous Consulting and <br />Contracting to extend the 1989 street work to include <br />construction of a 5 foot wide sidewalk from Mill Road and County <br />Road 14 to Progress Road and north to Centerville Elementary <br />school. Mr. stewart noted that costs ran a little higher than <br />originally estimated due to the fact that they can't use a black <br />top paving machine and the work must be done by hand. The <br />addi tion of the walkway, referred to as change order #1, will <br />cost $8,998.50. <br /> <br />Donald Opp, property owner of 7124 Progress Road, was in <br />attendance. Mr. Opp didn't feel the City had an easement. It <br />was his understanding that the easement was used up when Progress <br />Road was widened. He therefore did not feel the ci ty had the <br />right to put a walkway on his property. <br /> <br />Motion by Neumann, second by Haberman to approve change order #1 <br />to the Bituminous Consulting and Contracting estimate, extending <br />the 1989 street work to include the construction of a five (5) <br />
