CC Meeting Minutes
September 13, 1989
Page Three
Discussion of the Centerville Heights development.
John Stewart, City Engineer, updated the City Council on the
progress of the punch list items. He advised that two issues
appear to remain. The first being that a previous letter was sent
to the Harstad Companies regarding the Centerville Heights
development as to the undesireable conditions of the streets last
fall. He advised that it has been agreed upon that the streets in
the Centerville Heights development will be swept and cleaned by
the developer and that a street walk through will take place the
first part of next week possibly Tuesday or Thursday.
Mayor Haberman and Council member Pelton volunteered to participate
in the street talk through. Times for the walk through will be
coordinated through City Hall.,
John Stewart also advised that it is too late to seal coat in the
1989 year and that the City may have to obtain the appropriate
dollars for said seal coating and finish the project themselves in
1990.
The second issue appeared to be lot 4 (City lot) on the east side
of Mill. Road. He advised that there appears to be settlement, some
of the sod dying and less than vigorous growth on trees and bushes
on the lot. He advised that there is growth on the vegetation.
He advised that the developer would put in two additional new trees
and leave the current vegetation. He also advised that there is
some seeding to do along the ponding area, and that the developer
has advised that he will re -sod where appropriate.
Discussion of a Long germ Maintenance Program. John Stewart, City
Engineer, presented a letter dated Septemmter 13, 1989 regarding
Maintenance Budgeting. A copy of this letter is on file with the
Clerk/Administrator.
Included in the estimate were graveled roadways. This item will
be taken off the estimated total dollar amount. Also taken out of
the total dollar amount will be the sanitary sewer cleaning as this
item is budgeted for in the Sanitary Sewer Fund
Discussion of specifications for sidewalks. The City will have to
decide how far from the curb to place the sidewalks, whether the
sidewalk will be on the property line or a certain distance from
the back of the curb and sidewalks and how they would relate to
driveways.
John Stewart, City Engineer, advised that he could work up specific
wordage for an Ordinance if these items were known. Stewart
advised the City that they would need to consider putting the
sidewalk far enough from the curb for safety reasons (ie: if a bike
