After that time, the City makes any additional changes and the document is <br />fully adopted by the City Council <br /> <br />Mayor Capra stated that there may not be much historical left in the downtown area and <br />certainly nothing that is on the Historical Register. <br /> <br />Mr. Slotterback agreed to leave the reference to historical out. <br /> <br />Mr. Slotterback presented a map of land use and identified those areas where the City <br />would most likely change in terms ofland use in commercial areas. <br /> <br />Councilmember Lee stated that it would be helpful to have the map show the different <br />land uses in both CenterviIIe and Lino Lakes as a comparison guide to make sure that the <br />land uses in both cities are compatible. <br /> <br />Discussion ensued regarding the commercial property located near Peltier Lake. <br />Consensus was reached to leave this property as commercial. <br /> <br />Mr. Slotterback stated that one of the main goals was to achieve a su.qfamable population <br />above 5,000 and stated that the Met Council issues a system statement in advance of the <br />comprehensive plan updates. He stated in looking at the population numbers, he felt it <br />was better to use the Met Council's definition of "household size." He explained that the <br />City will need to submit a letter to the Met Council asking for a revised forecast before <br />submitting its final plan; this letter has been drafted for Council review. He stated that <br />where land uses are changed, the zoning will need to be updated to bring it into <br />conformance and will require one new zoning district (medium density) and updates to <br />the zoning map; these zoning updates will be written to allow existing land uses such as <br />Agricultural or vacant as permitted until development occurs at the higher densities that <br />the zoning district permits. He noted that this would be done after the plan is finished. <br /> <br />Housing <br />Ms. Tina Goodroad, Bonestroo, Rosene, Anderlik & Associates. presented the <br />amendments to the housing section of the plan, and stated that one of the goals is to <br />provide a housing mixture that allows for low, middle, and high income families. <br /> <br />Councilmember Lakso left the meeting at 8:00 p.rn. <br /> <br />Ms. Goodroad stated that there is a potential as well as a need for additional senior <br />housing or seniors moving to market rate units in the redeveloped downtown area; she <br />noted that this in turns provides single fa.miIy homes to be opened up for first time <br />homebuyers. She explained that the City needs to include a housing action plan in its <br />draft amendment. She stated the Livable Communities Act (LCA) was created in 1995 <br />and the City has negotiated goals for affordable rental The Met Council has estimated <br />there will be a need for 50,000 additional affordable housing units during 2011-2020, and <br />
