<br />City Council Meeting Minutes <br />September 12, 1990 <br />Page 5 <br /> <br />1990 Municipal Water Extension Improvement Project: <br />-to move the installation of the primary water main to the <br />south side of Main Street versus the north side of Main <br />street; and, <br />-that should the project be ordered, tax increment financing <br />monies shall be utilized to make up any difference in <br />cost for the adjustment; <br />motion carried unanimously. <br /> <br />Motion by Haberman, second by Burgstahler to pass a Resolution to <br />order the 1990 Municipal Water Extension Project; aye - Haberman, <br />aye - Buckbee, aye - Pelton, aye - Burgstahler, aye - Neumann; <br />motion carried unanimously. <br /> <br />Motion by Burgstahler, second by Neumann to accept the bid of <br />Northdale Construction as submitted on July 25, 1990: <br />-to include the amendment in the plans and specifications of <br />the Municipal Water Extension as noted above; <br />-contingent upon the acceptance of the change order to <br />relocate the water mains on the south of Main street <br />versus the north side of Main Street; <br />-the reasoning for accepting the Northdale bid shall be: <br />-upon recommendation of the attorney opinions of Bill <br />Hawkins and Barry Blomquist, City Attorneys; <br />-an acknowledgement of reviewing the League of Minnesota <br />cities documents submitted by Leon L'Allier, 1973 <br />Main street; <br />-if the project were to be re-bid this would eliminate <br />construction for the 1990 year; <br />-all sources have indicated that the bid obtained from <br />Northdale Construction is very good with regard to <br />the dollar amount; <br />motion carried unanimously. <br /> <br />Motion by Burgstahler, second by Pelton to clarify the August 8, <br />1990 City Council meeting minutes with regard to page three the <br />fifth notation, <br />now reads: "the pressure for the water is adequate for <br />industrial and commercial businesses, but not enough <br />pressure to sprinkle for fire protection." <br />the clarification is that the water would provide enough <br />pressure, however, it does not have the duration to meet <br />the fire fighting requirements of 2,500 gallons per <br />minute for three hours; <br />motion carried unanimously. <br /> <br />Motion by Neumann, second by Pelton to authorize Mayor Haberman and <br />the Clerk/Administrator to give notice to proceed to Northdale <br />Construction for the 1990 Municipal Water Extension Improvement <br />project as appropriate, motion carried unanimously. <br />
