City Council Meeting Minutes of November 21, 1995

PAYMENT OF CLAIMS

MOTION by Buckbee, second by Powers-Rasmussen to approve the City of Centerville's
receipts and disbursements dated November 9-21, 1995, excluding the MSA bill. Motion
carried unanimously.

TED (,Y()NSIOR. CABLE COMMISSION

Ted Gonsior was present to explain the Memorandum of Understanding that was
approved earlier in the meeting. Mr. Gonsior summarized the Memorandum of
Understanding stating it has two portions. Part one being section one of the
Memorandum addressing the cable commission's duties and part two being section 2-12
specific to the cities responsibilities.

Mr. Gonsior went on to say that Coon Rapids has proposed to drain all funds to that of a
day to day operation expense and then pulling out of the commission. The Cable
Commission has a one year operating fund reserve. Therefore they made a compromise
motion reducing the reserve down to 4 months over a three year period.

And although Coon Rapids is the largest of the commission cities, they would need four
cities in order to act. Thus, down the road Centerville may need to pass a resolution
forming a new group consisting of 7 cities instead of 8 to administer public access.

ADJOURN

MOTION by Powers-Rasmussen, second by Helmbrecht to adjourn the regular city
council meeting at 9:30 p.m. Motion carried unanimously.

Respectfully submitted,

~(U~

Trudi Breuninger
City Clerk

CCll-21M.WPS

7
