<br />City Council October 25, 1995 Meeting Minutes <br /> <br />Started work on Acorn Creek Second Addition last week and are about 1/2 done with the <br />installation of the water and sewer lines. <br /> <br />Dave Nyberg also provided the council with a revised grading plan that needs to be <br />approved. He brought the lot that may need a retaining wall to the attention of the council <br />stating that the developer has a buyer for the lot. They are looking at a rambler style <br />home that may not need a retaining wall. There is also vegetation existing on the bank and <br />with this style house the bank will not need to be disturbed. <br /> <br />Councilmember Buckbee stated that when the building plan comes in to forward to MSA <br />and would like staff to be aware of the lot. <br /> <br />Councilmember Helmbrecht expressed concern for only having a 1 % grade on the back of <br />the lots in block 2. Nyberg stated that you don't want to build the home up to high and <br />make the driveways steeper, this would increase the flow of the runoff <br /> <br />To insure that the grade is at 1% the elevations of the house need to be checked when the <br />foundation is in. Councilmember Helmbrecht's concern is after the property owner takes <br />possession and moves dirt around to sod their yard. Councilmember Brenner stated that <br />property owners need to be made aware of the drainage issue and that they cannot move <br />dirt around when sodding. <br /> <br />Councilmember Buckbee expressed concern for homes going in on Acorn Creek One that <br />their elevations are not being checked. Dave Nyberg said that if Paul Palzer does not have <br />the equipment to check the elevations that MSA can come out and check them, as they do <br />for other cities. <br /> <br />Tim TheIl, 1875 Quebec, stated that two houses down from him there is a 4-level house <br />that sits higher that the rest of the houses. <br /> <br />MOTION by Buckbee, second by Brenner to request the city staff is verifying the <br />elevations at the time the foundation and that MSA be notified to shoot the elevation if <br />public works does not have the equipment. And the public works get cost estimates to <br />obtain the tools necessary to check the elevations. Also that the fees be investigated and <br />included on the building permit for the elevation check. Motion carried unanimously. <br /> <br />The park is not shown on the grading plan as being graded. Nyberg stated that it is in the <br />development agreement for Acorn Creek One for the grading of the park. <br /> <br />A letter needs to be sent with the building permit and also sent to the homeowner after <br />closing explaining the drainage issue, that they cannot alter the grade and that if they do <br />change it the city will fix it and charge them for the work done. <br /> <br />MOTION by Brenner, second by Buckbee to have staff prepare a letter explaining the <br />grading and drainage issue and include that they cannot alter the grade and that if they do <br /> <br />CClO-25M.WPS <br /> <br />3 <br />
