<br />City Council Meeting Minutes of November 21, 1995 <br /> <br />MOTION by Brenner, second by Helmbrecht to approve the budget workshop minutes of <br />November 8, 1995. Motion carried unanimously. <br /> <br />SET AGENDA <br /> <br />Add Police Report under Committee Reports <br />Add #5 to Old Business: Senior Housing <br />Delete #3 under New Business <br />Add #5 to New Business: Lake Sanitation <br />Add #6 to New Business: Dean Johnson, Comprehensive Plan <br /> <br />MOTION by Helmbrecht, second by Powers-Rasmussen to approve the November 21, <br />1995 agenda with the above noted amendments. Motion carried unanimously. <br /> <br />COMMITTEE REPORTS <br /> <br />Mayor Wilharber reported that at the last Police Commission meeting on November 16, <br />1995 they swore in 2 new officers. This was the first time they made the swearing in of an <br />officer a ceremony. Wilharber also told the council the police dept. is looking at leasing <br />police cars in the future. <br /> <br />PETITIONS AND COMPLAINTS <br /> <br />6921 Dupre - Sump Pump <br /> <br />Councilmember Helmbrecht commented on the dangers of 6921 Dupre discharging their <br />sump pump into the street. She stated that it has been a problem for a number of years <br />and that it is a hazard for the plow trucks and other vehicles. Councilmember Buckbee <br />stated that the water goes into the sewer system and affects the sewer rates and the city's <br />Met Council costs. Buckbee described a hole the property owner had dug in a previous <br />year but that it was dug in the street right of way and questioned whether the property <br />owner could use drain tile or not. <br /> <br />MOTION by Helmbrecht, second by Brenner to direct Public Works Director to look into <br />the situation and provide options to the residents and council at the next meeting. Motion <br />carried unanimously. <br /> <br />Open Pond Behind Houle Circle <br /> <br />The pond located behind the residents on Houle Circle is on private property therefore <br />Councilmember Helmbrecht stated the only thing the city can do is to refer them to Anoka <br />County Mediation. <br /> <br />MOTION by Helmbrecht, second by Buckbee to refer the residents on Houle Circle to <br />mediation referencing the open pond.
