<br />City Council Meeting Minutes of November 21, 1995 <br /> <br />APPEARANCES <br /> <br />RICHARD TUOMI, ODYSSEY LImES <br /> <br />Mr. Tuomi was present to request a special use permit to operate a light industrial <br />manufacturing shop in a commercial zone. Mr. Tuomi stated he would like to sign a lease <br />etTective December 1, 1995, to operate at 7129 - 20th Avenue N. <br /> <br />Mr. Tuomi described all the aspects of his company as he did at the Planning and Zoning <br />meeting held November 14, 1995. He also informed the council that his hours of <br />operation would be 8:30 a.m. to 5:30 p.m. <br /> <br />MOTION by Powers-Rasmussen, second by Brenner to approve the Special Use Permit <br />for Odyssey Lures to operate a light industrial business in a commercial zone contingent <br />upon compliance with City Ordinance #4. Motion carried unanimously. <br /> <br />OLD BUSINESS <br /> <br />LAMOTTE PARK UPDATE <br /> <br />Mayor Wilharber explained the issues at hand regarding the purchase of the LaMotte <br />property. First, the LaMottes' want the buyers to pay for the surveying. This cost would <br />be a minimum of$1500. Both the lawyer and the Mayor feel the seller should pay. <br />Secondly, the LaMottes' want 10 percent interest instead of 8 percent. Once again the <br />Lawyer and the Mayor feel that 10 percent is unfair and should stay with 8 percent. And <br />finally, the LaMottes had a concern for any special assessments that may come in before <br />the final paperwork is complete on the property and want the city to take on that <br />responsibility. It was agreed between the Lawyer and the Mayor that this was a fair <br />request and could be written into the contract. Mayor Wilharber also requested that the <br />Council make a decision on these issues so that the final procedures can be taken to <br />finalize the contract. <br /> <br />MOTION by Helmbrecht, second by Powers-Rasmussen to otTer the LaMottes 8 percent <br />interest, that the LaMotte Estate pay the surveyor costs and they city will be responsible <br />for any new assessments to the property. Motion carried unanimously. <br /> <br />TIF POLICY <br /> <br />MOTION by Buckbee to table the TIF policy and request statTprovide copies of the <br />policy to the Councilmembers again. <br /> <br />Councilmember Buckbee questioned if TIF can be used for contaminated land to help with <br />the cost ofa water tower. <br /> <br />CCII-21M.WPS <br /> <br />3 <br />
