<br />CITY COUNCIL <br />SPECIAL MEETING <br />SEPTEMBER 28, 1993 <br /> <br />Purauant to du~ call and notice thereof~ the Centerville City <br />Council held a special meeting on Tuesday, September 28, 1993 at <br />the Centerville City Hall. The purpose of the meeting was to <br />discuss job descriptions, point evaluations, 1994 proposed budget <br />and other related issues. Mayor Buckbee called the meeting to <br />order at 6:10 p.m. Present: Dario, Helmbrecht, Wilharber, <br />Brenner. <br /> <br />Cuuncil mc:nber BreDl'lF!r (Employee Review Board member) gave an <br />overview of the proposed revisions to the comparable wor-Lll point <br />syst.em. <br /> <br />The City Council discussed the significant increase in points of <br />the Assistant City Clerk. It was noted that due to the <br />reorganization the Assistant City Clerk position has undergone a <br />significant revision. The Assistant City Clerk now performs many <br />of the duties previously performed by the Clerk/Administrator who <br />is paid a higher wage. <br /> <br />Also was discussed the possible changes to the Assistant City <br />Clerk position if a full time Administrator were to be hired in <br />next year. Three options were discussed: <br />-- reassign duties to the full time Clerk/Administrator and <br />freeze the wage of the Assistant City Clerk; <br />- considering the possible retirement of the Deputy Clerk in <br />1994, the Assistant City Clerk could be reassigned <br />other duties through another reorganization of staff; <br />- the Assistant City Clerk could continue to perform the <br />duties in the proposed job description to allow the <br />Clerk/Administrator to work more on managerial <br />projects. <br /> <br />The City Council discussed the addition of the requirements for <br />licensing in the Public Works Employee job description. The <br />Council guestioned whether the City would incur liability upon <br />hiring a new employee who did not have the licenses. What if the <br />individual were not able to obtain the necessary licenses within <br />the specified time period due to the time of year of the required <br />classes and test dates. It appeared to be the consensus of the <br />City Council to leave in the proposed addition of the licensing <br />requirements with a twelve month period to achieve the license <br />requirement. <br /> <br />The City Council discussed the revision of the Public Works <br />Director job description. It was noted that if the proposed <br />revision were adopted, the current person (Orville Hughes) <br />holding the Director position would not meet the minimum <br />requirements of sewer and water licenses. <br /> <br />It appeared to be the reconunendation of the Emplovee Review Board <br />
