McGown noted that he has dug out f~om <br />behind the fence and the stepping stones a~e down a good fou~ <br />inches f~om the g~ass and should not hinde~ the d~ainage. <br /> <br />Kevin McGown, 1988 Ca~dinal D~ive, was p~esent. M~. McGown noted <br />the~e is still standing wate~. M~. McGown exp~essed that the <br />City of Cente~ville is built on a swamp. M~. McGown appea~ed to <br />feel the fi~st p~oblem is that the wate~ is to d~ain to the ~ea~. <br />M~. McGown noted the issue of the d~ainage is compounded by the <br />~equi~ement that sump pumps can no longe~ be connected to the <br />sanita~y sewe~ system. Kevin McGown exp~essed conce~n that in <br />the winte~ the wate~ is f~eezing on the st~eet c~eating unsafe <br />conditions. <br /> <br />John and Pam Nyhus, 1970 Ca~dinal D~ive, we~e p~esent. M~. Nyhus <br />noted he has lived he~e fo~ five yea~s and the~e has always been <br />a d~ainage p~oblem. M~. Nyhus noted that the houses a~e built at <br />diffe~ent elevations. M~. Nyhus noted that his ya~d is flat and <br />wate~ does not d~ain anywhe~e. M~. Nyhus noted that if the wate~ <br />is to d~ain east to west it has to ~un up hill. M~. Nyhus noted <br />that the~e is a dep~ession in the middle of the block which <br />collects the d~ainage. <br /> <br />Walte~ Neumann, 1989 South Robin Lane, was p~esent. M~. Neumann <br />exp~essed, that in his opinion, the builde~ is at fault. M~. <br />Neumann noted that some of lots we~e built lowe~ than othe~s. <br />M~. Neumann exp~essed the p~oblem is compounded due to some of <br />the ~esidents landscaping. <br /> <br />G~eg Stonehouse, City Enginee~, was p~esent. M~. Stonehouse <br />noted the most inexpensive solution would be to ~eg~ade the ~ea~ <br />lot lines to d~ain the wate~ to the west. M~. Stonehouse also <br />noted that a catch basin in the middle of the block could be <br />installed to d~ain the wate~ to the sto~m sewe~ system. M~. <br />Stonehouse estimated the cost to ~e-g~ade the ~ea~ lot lines to <br />be $5,000.00 to $6,000.00. M~. Stonehouse noted that should the <br />easement be ~eg~aded the p~ope~ty owne~s would be ~equested to <br />~emove things located in the easement a~ea. <br /> <br />Mayo~ Buckbee noted that the maintenance of the easement a~eas <br />has to be the p~ope~ty owne~s ~esponsibility. <br /> <br />Tama~a Miltz-Mille~, Cle~k/Administ~ato~, noted that <br />d~ainage issues a~e impo~tant, howeve~, the~e is <br />deficit in the sto~m wate~ d~ain fund.
