Page 3 - City Council
Meeting Minutes
May IJ, 1987

William Hawkins, City Attorney, felt that as the City asked for bids
for the whole contract, bidders could back out if the City were to
change the plans & specifications at all.

Mr. Stewart felt that 20-25% of the contract could be deleted & that
this still may be acceptable to the contractor.

Pete Johnston, 1585 Peltier Lake Dr., does not feel the bid from
Valley Paving, Inc. is firm as the contractor did not bid on the roads
individually, yet the council is looking at deleting individual roads.
He also questions why the Engineers did not take the initiative to
show the roads individually in bid form.

Mr. Stewart explained that there would be to large of a premium to
bid the roads individually. This is a unit $uantity bid. If the
contractor were to not take the bid, the project would have to be
rebid.

Mayor L'Allier noted that for Maier Stewart to bid the roads
individually, they would have needed Council direction.

Council member Laska agrees with Pete Johnston & would like to see
more fact figures.

Per audience concern, Mr. Stewart ad~ised that seal coating does not
affect the structural int~grity of a road. It only improves the
driving conditions & the cracks.

Motion by Laska, second by L'Allier to delete Shad Avenue from the
1987 Road Reconstruction Project, aye: Laska, L'Allierj nay: Fritchie,
Robischon, motion failed.

Motion by Laska, second by L'Allier to delete the West End of Peltier
Lake Drive, from Main Street to the east property line of Norman
Fritchie, 1637 Peltier Lake Dr., from the 1987 Road Reconstruction
Project, aye: Laska, L'Allierj nay: Fritchie, Robischon, motion failed.

Motion by Laska to delete Mill Road from the 1987 Road Reconstruction
Project, no second, motion failed.

Mayor L'Allier opened for a motion to delete the East End of Peltier
Lake Drive, from the east property line of Norman Fritchie, 1637 Peltier
Lake Drive to Mill Road, from the 1~87 Road Reconstruction Project.
No motion made.

Motion by Laska, second by L'Allier to delete Center Street from the
1987 Road Reconstruction Project; aye.
