<br />page two <br />City Council Meeting Minutes <br />September 23, 1987 <br /> <br />APPEARANCES <br />Tom O~Brien, representing the Centennial School District appeared <br />to present the Summer Recreation Report for Independent School <br />District #12 and to request the Council's continued support of <br />the program. A copy of this report is on file with the City <br />Clerk. <br /> <br />Gary Korpela, representing the Centennial School <br />appeared to present a Flag of National Excellence to the <br />Centerville. <br /> <br />District <br />City of <br /> <br />OLD BUSINESS <br />Motion by Neumann, second by Fritchie to adapt the proposed Tax <br />Increment Financing Plan for the proposed water system that was <br />presented by Carolyn Drude of Ellers and Associates at the <br />September 22, 1987 Tax Increment Financing Public Hearing, to be <br />able to capture all of the building permits taken out in the <br />Center Oaks II development thus far, and with the understanding <br />that this motion does not order the proposed water system; aye: <br />Neumann, Wilharber, Fritchie, L'Allier; nay: Laska. <br /> <br />Motion by Neumann, second by Fritchie to direct the City Clerk to <br />obtain a $280,000 bond quote from Ellers and Associates and <br />William Hawkins, with regard to the proposed water project, <br />motion carried unanimously. <br /> <br />Motion by Wilharber, second by Neumann to adapt a resolution <br />setting the assessment policy for developments with regard to the <br />proposed water system as follows: <br />-developer will supply the City with a letter of credit in <br />the amount of 35% of the dollar amount of the unpaid special <br />assessments; <br />-developer will have a five (5) year payoff period, in which <br />the developer will be making annual payments; <br />-developer will payoff special assessments for individual <br />lots at the time of issuance of Certificates of Occupancy; <br />motion carried unanimously. <br /> <br />John Stewart, City Engineer arrived at 7:50 p.m. <br /> <br />Richard Thompson, 1657 Peltier Lake Drive again stated his <br />drainage problem. City Engineer advised that they are aware of <br />the problem and that it will be taken care of. <br /> <br />John Johnson of Merila and Associates, was present and was <br />involved in the discussion of a culvert that originally was <br />thought to be on lot 4, block 2 of Petersonrs Old Homestead <br />Addition and now appears to be on lot 5. Concern was expressed <br />regarding the quality and condition of this culvert. It is <br />suggested that this culvert be abandoned and that the culvert be <br />
