Council member Wilharber questioned whether it would <br />be a good time to try to alleviate the water problems on lots 1, <br />2, and 3 of this Addition. City Engineer recommended that the <br />City participate with the developer stipulating that if willing <br />the developer would work with the property owners so that the <br />City would not be in the middle. City Engineer suggests that the <br />developer contact the individuals by letter and suggested that <br />the developer may request that the property owners of lots 1, 2, <br />and 3 be responsible for restoration. <br /> <br />Motion by Wilharber, second by Neumann that contingent upon <br />agreement with the property owners of lots 1, 2, and 3, block 2 <br />of the Peterson~s Old Homestead Addition; these property owners <br />will be contacted by the developer regarding the option for <br />temporary easement to Harstad Companies of the proposed <br />Centerville Heights development, to grade lots to improve <br />drainage problems that currently exist; property owners will be <br />responsible for restoration of their individual lots, motion <br />carried unanimously. <br /> <br />City Engineer reported that upon review of the grading plan for <br />Centerville Heights and from the point of view of concept and <br />general grading the plan appears to be sound. However, no <br />ponding or storm sewer estimations were available and Maier, <br />Stewart and Associates is relying on the professionalism of the <br />Harstad Companies that these estimations are correct. A copy of <br />the City Engineers review of the grading plan is on file with the <br />City Clerk. <br /> <br />Motion by Neumann, second by Fritchie to approve the grading plan <br />of Centerville Heights, and that the City send a letter to the <br />Rice Creek Watershed Commission that the City of Centerville is <br />in favor of the proposal to extend storm sewer from the <br />Centerville Heights development to Mill Road, across Lot 4, Block <br />2, Peterson~s Old Homestead Addition, the letter will also state <br />that lot 4 is owned by the City and that an easement for drainage <br />and utility purposes will be drafted and recorded for this storm <br />sewer, motion carried unanimously. <br /> <br />John Johnson advised that he will attempt to have the Centerville <br />Heights final plat available at the October 14, 1987 City Council <br />meeting. <br /> <br />Discussion of the small pie shaped lot between the properties of <br />7221 Mill Road and 7223 Mill Road, which is currently the <br />property of Gerry Parent. At the July 22, 1987 City Council <br />meeting Mr. Parent had advised that he would deed this property <br />to the City of Centerville as it contains a ditch which could <br />effect drainage problems.
