<br />page fOllr <br />City Council Meeting Minutes <br />September 23, 1987 <br /> <br />allow him to deed the property in question to John Brinkman at <br />7221 Mill Road as Mr. Brinkman has a deck that may not be within <br />the setbacks unless he were to obtain this. Mr. Parent suggests <br />that the City maintain an easement for the ditch for cleaning <br />purposes. City Attorney advised that a survey is needed to <br />determine where the deck is, to determine what is needed for <br />legal descriptions, etc. City Attorney advised that the property <br />owners be financially responsible for any costs incurred. <br /> <br />City Engineer advised the Council that there appears to be a <br />procedural problem with the L'Allier Estates II project, in that <br />Parent Construction proposes to schedule water construction with <br />sewer construction. <br /> <br />Motion by Wilharber, second by Fritchie to allow Parent <br />Construction to go ahead with water construction to coincide with <br />sewer construction at this time; all costs will be the <br />responsibility of Parent Construction, motion carried <br />unanimously. <br /> <br />Discussion of Bob Houle sewer extension request. <br />stepped down as presiding officer due to personal <br />this issue. Acting Mayor Fritchie presided. <br /> <br />Mayor L'Allier <br />conflict with <br /> <br />City Engineer advised that this is a political issue versus an <br />engineering issue and will only address it from an engineering <br />standpoint. City Engineer advised that they do have a copy of <br />the proposal to run sewer to the Houle property from Ro-So <br />Construction and feels that the bid is reasonable. However, City <br />Engineer presented a written recommendation to the Council <br />regarding the possibility of running a larger sewer main under <br />20th Avenue to also facilitate the property owner surrounding the <br />Houle property. If the line is only run to the Houle property <br />this is not a City improvement. If a larger main is run under <br />20th Avenue this could be a City Improvement and in the long term <br />may be beneficial. A copy of the written estimate from Ro-So <br />Construction and the City Engineers written review of the <br />extension of sewer service is on file with the City Clerk. <br /> <br />Motion by Wilharber, second by Laska to direct the City Clerk to <br />contact the person who owns the approximately 40 acre parcel that <br />surrounds the Bob Houle home to see if they are interested in <br />sewer service to that property at a cost; response will be <br />requested before the October 14, 1987 City Council meeting, <br />motion carried unanimously. <br /> <br />Motion by Fritchie, second by Wilharber that per the request of <br />Kent Roessler, of Kenco Construction for FHA purposes, the City <br />will write a letter of intent advising that the City will <br />maintain the streets in the Center Oaks II development once the <br />
