<br />page five <br />City Council Meeting Minutes <br />September 23, 1987 <br /> <br />improvements are accepted, motion carried unanimously. <br /> <br />Motion by Neumann, second by Wilharber to make partial pay <br />estimate #3 for $135,285.88 to Valley Paving for the 1987 Street <br />Reconstruction Project, motion carried unanimously. <br /> <br />A copy of this pay estimate is on file with the City Clerk. <br /> <br />City Engineer advised that sanitary sewers are usually cleaned <br />once every ten years. He advised that Centervillers system is <br />larger than it needs to be, thus cleaning may not be necessary at <br />this time. City Engineer advised that it would not be <br />recommended to clean the sewer unnecessarily, to eliminate <br />beating up the sewer pipes. City Engineer recommends that at the <br />10th anniversary of the sewer the City set up a sewer maintenance <br />program, adding dollars to the plan each year on a regular basis. <br /> <br />City Clerk will put sewer cleaning on the agenda in March. <br /> <br />City Engineer will present a letter to the Council at a future <br />meeting regarding putting together an assessment policy manual <br />regarding water, sewer, and roads. <br /> <br />Motion by Fritchie, second by Wilharber to adapt Ordinance #4-E <br />regarding plumbing, heating, ventilating and air conditioning <br />permits, including a penalty division; this ordinance is not to <br />include adaption of fence permits, motion carried unanimously. <br /> <br />Motion by Wilharber, second by Fritchie to adapt a resolution <br />establishing the fees for plumbing, heating, ventilating and air <br />conditioning permits; to not include fence permit fees, motion <br />carried unanimously. <br /> <br />Discussion of a letter from James P. Flannery, Attorney at Law <br />representing Craig Ryan, 7098 Brian Drive requesting an <br />unconditional variance to build a garage within the County Road <br />setbacks, contrary to Council action on July 28, 1987. City <br />Attorney advised that the building must comply with City <br />ordinances and that individuals do have some responsibility to <br />look at these ordinances. City Attorney advocates the original <br />proposal of the City Council that a variance could be granted <br />with the condition that if the garage had to be moved the City of <br />Centerville or Anoka County will not be responsible for the <br />acquisition or moving of that garage. <br /> <br />Motion by Neumann, second by Laska to direct the City Attorney to <br />respond to the letter from James P. Flannery, Attorney at Law <br />reiterating the Councilrs decision at the July 28, 1987 City <br />Council meeting, motion carried unanimously. <br />
