<br />Page 8 - City Council <br />Meeting Minutes <br />May 13, 1987 <br /> <br />Motion by Laska, second by Robischon to rezone Lot 11, Auditor's <br />Subdivision number 47, Section 14, Township 31, Range 22; and <br />part of Lot 1, Auditor's Subdivision number 48, Section 23, <br />Township 31, Range 22, Anoka County from R-2 to R-2A, motion <br />carried unanimously. <br /> <br />Norman Livgard presented the Council with a preliminary plat and <br />drainage plan for L'Allier Estates II. Sewer will be served by <br />gravity. Municipal water in the development will depend on the <br />City Engineers investigation of municipal water for the <br />Centerville Heights project. The curb will be mountable curb <br />with a sloped back. Also, there may be one less manhole than is <br />listed on the preliminary plat. <br /> <br />John Stewart, City Engineer, presented the L'Allier Estates II <br />Feasibility Study. <br /> <br />Motion by Fritchie, second by Robischon to accept the L'Allier <br />Estates II Feasibility Study as written and presented by Maier, <br />Stewart and Associates, contingent on Maier, Stewart and <br />Associates review of the soil borings for L'Allier Estates II <br />presented by Holt and Associates, motion carried unanimously. <br /> <br />Carol Pelton, Park and Recreation chairperson, presented an <br />alternate proposal for a trail system through L'Allier Estates <br />II, versus the proposal presented to the Planning and Zoning <br />Commission at their May 5, 1987 meeting. The alternate proposal <br />is attached to and made a part of these minutes. <br /> <br />Motion by Laska, second by L'Allier to reject the recommendation <br />of the Planning and Zoning Commission for an easement for park <br />dedication purposes in L'Allier Estates II; also to reject the <br />alternate proposal presented by Park and Recreation Chairperson, <br />Carol Pelton at this May 13, 1987 meeting, aye: Robischon, <br />Laska, L'Allierj abstain: Fritchie. <br /> <br />Motion by Robischon, second by Fritchie to accept the preliminary <br />plat of L'Allier Estates II per the recommendation of, and the <br />contingencies layed out by the Planning and Zoning Commission, to <br />include payment of park dedication fees of $150.00 per platted <br />lot, motion carried unanimously. <br /> <br />Motion by Fritchie, second by Robischon to direct Maier, Stewart <br />and Associates to prepare plans and specifications as detailed in <br />the L'Allier Estates II Feasibility Study, the cost of such <br />preparation will be taken care of by Parent Construction; <br />$10,000.00 will be needed from Parent Construction to start the <br />preperation of these plans and specifications, motion carried <br />unanimously. <br />
