<br />City Council Meeting Minutes <br />Page Two <br />September 10, 1987 <br /> <br />meeting as no plans and specifications are available at this <br />time. <br /> <br />Discussion of final pay estimate for Valley Paving, Inc. for <br />street patching and overlay. Letter from City Engineer regarding <br />this is on file with the City Clerk. Mayor L'Allier questioned <br />whether the one year warranty should be the date of completion of <br />the project or the date of final payment. City Engineer advised <br />that with a small project such as this it could be either way. <br /> <br />Motion by Wilharber, second by Neumann to approve the final <br />payment to Valley Paving, Inc. for street patching and overlay to <br />include a one year warranty beginning August 15, 1987, motion <br />carried unanimously. <br /> <br />Terry Mauer, City Engineer presented a "Feasibility Study for <br />Municipal Water Facilities". This feasibility study is on file <br />with the City Clerk. Discussion of current residents on Mill <br />Road possibly being able to hook up to municipal water. Clerk <br />will invite appropriate residents to the September 22, 1987 <br />public hearing on water, with the understanding that they are not <br />proposed to be assessed and that municipal water could possibly <br />be an option for them. <br /> <br />Motion by Wilharber, second by Neumann to adapt a resolution <br />receiving the Feasibility Study for Municipal Water Facilities, <br />public hearing date has already been set for September 22, 1987, <br />motion carried unanimously. <br /> <br />Clerk noted the meeting on September 22, 1987 at 9:30 a.m. with <br />the Anoka County Board to address the tax increment financing <br />plan. Council member Wilharber may be able to attend. Clerk can <br />attend. <br /> <br />Discussion of the Robert Houle request for sewer extension will <br />be discussed at a future meeting as no written proposal has been <br />received by the City. <br /> <br />City Engineer presented a letter to the City Council on the <br />drainage easements for Center Oaks I. This letter is on file <br />with the City Clerk. City Engineer will also check on the <br />drainage ditch between lots 7 and 8, block 3 Center Oaks I, to <br />make sure that it was originally dug out correctly. <br /> <br />Motion by Wilharber, second by Fritchie to direct the City <br />Engineers to contact persons in or near Center Oaks I, on whose <br />property the City Engineer would feel it is advantageous for the <br />City to obtain drainage easements, to try to correct current and <br />possible future drainage problems in and around the Center Oaks I <br />development, motion carried unanimously. <br />
