<br />City Council Meeting Minutes <br />August 26, 1987 <br />Page Two <br /> <br />unanimously. <br /> <br />Clerk advised that many complaints have been received regarding <br />the ditches in Center Oaks I. It was decided that if the ditches <br />in question are private property that the limitations of the City <br />would be to write to the individual property owner to request <br />that the ditch be cleaned out. Clerk will check with City <br />Engineer to determine if the ditches are a City easement. <br /> <br />Orville Hughes, Public Works Director appeared to advise that <br />Michael Kaphing, 7277 Clearwater Drive is hauling in old cars and <br />parking them on Clearwater Drive. The old cars are leaving <br />debris such as glass and car parts when they are hauled away. <br />Clerk will contact Lino Lakes Police Department to advise them to <br />check and see if the cars are parking illegally on Clearwater <br />Drive. <br /> <br />Council member Fritchie noted that culverts in Center Oaks II are <br />plugged up. Clerk will direct Kent Roessler of Kenco <br />Construction to clean these out. <br /> <br />Questions were asked of the City Engineer regarding double <br />staking and compaction of fill on the street being reconstructed. <br />City Engineer advised that staking on the streets in Centerville <br />were only done once due to the cost factor and that he is <br />confident that the compaction of the fill on the streets is <br />satisfactory. <br /> <br />Members of the audience also asked questions and expressed <br />concern regarding the street reconstruction project: <br />Myra Spijer, 7200 Mill Road <br />Nancy Daschel, 1760 Center Street <br />Pat Schweiger, 1708 Center Street <br />Helen Arhip, 1537 Peltier Lake Drive. <br /> <br />City Engineer advised that Valley Paving may begin the final lift <br />on the street reconstruction after Labor Day. <br /> <br />OLD BUSINESS <br />Council member Wilharber asked that the minutes reflect that he <br />feels that Maier, Stewart, and Associates, Inc. know the concerns <br />and the project, he feels that the City has to have confidence in <br />the persons that it hires. <br /> <br />Motion by Wilharber, second by Neumann to approve partial payment <br />#2 for street restoration to Valley Paving in the amount of <br />$117,584.16, motion carried unanimously. <br /> <br />Motion by Fritchie, second by <br />Comprehensive Water Plan submitted <br /> <br />Wilharber <br />by Maier, <br /> <br />to accept the <br />Stewart, and City <br />
