<br />Council Meeting Minutes <br />August 26, 1987 <br />Page Three <br /> <br />Associates at the August 19, <br />unanimously. <br /> <br />1987 meeting, motion carried <br /> <br />Carolyn Drude of Ellers and Associates presented a draft of a <br />Proposed Development Program for Development District #1 and Tax <br />Increment Financing (TIF) Plan for Tax Increment Financing <br />District #1 for the City of Centerville. Copy of this is on file <br />with the City Clerk. Discussion of the TIF Plan by Council <br />members followed. <br /> <br />Members of the audience also asked questions of TIF: <br />Maureen Asleson, 7232 Mill Road <br />Bill Svetin, 1687 Peltier Lake Drive <br />Nancy Daschel, 1760 Center Street <br />John Johnson, Merila and Associates, representing <br />Centerville Heights. <br /> <br />Clerk presented two petitions for a water system. One from Keith <br />Harstad of Harstad Companies, representing the proposed <br />Centerville Heights development and one from Jerry Parent of <br />Parent Construction, representing the L'Allier Estates II <br />development. Copies of these petitions are on file with the City <br />Clerk. <br /> <br />Motion by Neumann, second by Fritchie to adapt a Resolution <br />declaring the adequacy of the petition for improvement and <br />ordering the feasibility report in the manner of the proposed <br />water improvement of 1987, #87-2, aye: L~Allier, Fritchie, <br />Wilharber, Neumann; nay: Laska, motion carried. <br /> <br />Motion by Fritchie, second by Wilharber to adapt a Resolution <br />ordering a public hearing on the proposed water improvement of <br />1987, #87-2, to be held September 22, 1987, 7:00 p.m. at the <br />Centerville Elementary School cafeteria, in accordance with <br />Minnesota State Statutes, Chapter 429, aye: L~Allier, Fritchie, <br />Wilharber, Neumann; nay: Laska, motion carried. <br /> <br />Motion by Neumann, second by Fritchie to adapt a Resolution <br />ordering a public hearing on implementing development and tax <br />increment districts in the City of Centerville with regard to the <br />tax increment financing plan presented by Carolyn Drude of Ellers <br />and Associates, the hearing to be held September 22, 1987, 7:00 <br />p.m. at the Centerville Elementary School cafeteria, aye: <br />L~Allier, Fritchie, Wilharber, Neumann; nay: Laska, motion <br />carried unanimously. <br /> <br />Clerk advised that City Attorney suggests the City consider <br />bonding the L'Allier Estates II and Centerville Heights <br />developments for a percentage of the assessment of the proposed <br />water project.
