<br />City Council Meeting -Minutes <br />Page Two <br />August 12, 1987 <br /> <br />Genevieve's Church, 7087 Goiffon Avenue have not reached a mutual <br />agreement. <br /> <br />A letter was submitted from Park and Recreation Committee member <br />Jerry LeTendre requesting that the City maintain access to <br />Centerville Lake via Sorel Street, to benefit persons 'of <br />retirement age that would be within walking distance of this <br />access. This letter is on file with the City Clerk. <br /> <br />Kevin Mullins concerns: -still maintains the same request as on <br />previous petition to improve the section of Sorel Street west of <br />Goiffon Avenue; <br />-recommends using the $21,000 proposal presented at the July 28, <br />1987 meeting and he feels he can take care of 75% of that cost; <br />-was not aware that tabling the proposed Sorel Street improvement <br />would increase the cost of the project; <br />-presented photos that showed. approximately 25 cars in the <br />current parking lot on the west end of Sorel Street during a <br />Sunday church service, these photos are on file with the City <br />Clerk; <br />-cost of vacating that section of the street such as: legal <br />costs, real estate taxes of the additional property, maintenance <br />of a long private driveway, cost of constructing a long driveway; <br />-maintenance of the City sewer, and the easements involved; <br />-actually percentage of assessment to the property owners <br />involved if the street were to be improved; <br />-public access to Centerville Lake if the street were to be <br />improved. <br /> <br />Clerk did verify that the proposed Sorel Street improvement was <br />not included in the recent street reconstruction bond, that this <br />will now have to be bonded separately, which could increase that <br />cost of the project. <br /> <br />Ethel Woestehoff advised that section of the street is an eyesore <br />as it is. She now feels that if built up with curb and gutter it <br />would help prevent drainage problems she is currently having on <br />her property and in her home. She also feels that her property <br />will benefit from the appearance of the street improvement. <br /> <br />Bob Barrett, 6953 Centerville Road representing St. Genevieve's <br />Church, advised that the church is still in favor of vacating the <br />street and does not believe that they will benefit from the <br />improvement of this street. <br /> <br />In response to the July 28, 1987 request of the City Council, <br />City Clerk did confer with the City Attorney regarding the <br />legalities of the City issuing a building permit on an unimproved <br />street. City Attorney advised that it is legal, but not <br />recommended. <br />
