<br />City Council Meeting Minutes <br />Page Five <br />August 12, 1987 <br /> <br />the long side and 20% on the short side; City Engineer will make <br />recommendation to the Council on lots with unusual lot <br />configuration, motion carried unanimously. <br /> <br />Motion by Wilharber, to approve the <br />assessment time table: <br />Order assessment roll <br />Approve/disapprove assessment roll <br />Set assessment hearing date <br />Tentative assessment hearing date <br />Certify tax roll to Anoka County <br />no second, Wilharber withdrew motion. <br /> <br />following dates for the <br /> <br />August 12, 1987 <br />August 26, 1987 <br />August 26, 1987 <br />September 10, 1987 <br />October 9, 1987 <br /> <br />Motion by Wilharber to adapt Resolution #87-20 Declaring Cost to <br />be Assessed and Ordering Preparation of Proposed Assessment by <br />City Clerk and City Engineer, motion carried unanimously. <br /> <br />Copy of Resolution #87-20 is attached to and made a part of these <br />minutes. <br /> <br />Motion by Fritchie, second by Wilharber to direct City Clerk to <br />begin the process to set up the assessment hearing date of <br />September 10, 1987, pending confirmation with the Centerville <br />Elementary School so as to reserve a room for the assessment <br />hearing, motion carried unanimously. <br /> <br />Motion by Laska, second by Wilharber to make final payment to <br />Allied Blacktop for sealcoating after Allied Blacktop has <br />supplied the City with a copy of the Minnesota Department of <br />Revenue Form IC-134, a consent of Surety Company to final payment <br />and evidence of the one year warranty, and certifications of <br />payment of labor and materials, motion carried unanimously. <br /> <br />Discussion of a water system for currently proposed and future <br />developments. John Johnson, Merila and Associates and Ken <br />Briggs, Harstad Companies were present to advise the Council that <br />they do not feel that they can contribute more than $2,500 per <br />lot for such a water system. <br /> <br />City Engineer presented information in addition to the <br />feasibility study regarding different types of water systems. <br />The materials presented are on file with the City Clerk. <br />City Engineer advises that the if the water system were large <br />enough to handle fire department requirements, this would <br />decrease the insurance rate of the individuals in the watered <br />area from a 9 to a 5. He also noted that three used towers have <br />been located in the immediate area that would be feasible for <br />such a project. The persons on the water system would pay for <br />the maintenance of this system in their quarterly payments. <br />
