<br />City Council Meeting Minutes <br />Page Six <br />August 12, 1987 <br /> <br />It was determined that if the developments were to pay $2,500 per <br />lot for the water system, the City would be responsible for a <br />remaining $113,000.00, including a tower. If levied this would <br />increase the mill rate by 2.88 mills in 1988, and once the <br />developments were occupied the mill rate would be reduced to 1.98 <br />mills. <br /> <br />Clerk noted letter from Lino Lakes showing their interest to work <br />with the City of Centerville regarding a water system. This <br />letter is on file with the City Clerk. <br /> <br />Meeting recessed 11:20. <br /> <br />Meeting resumed 11:30. <br /> <br />Motion by Laska, second by L'Allier to stay with private wells in <br />the proposed developments, aye: Laska, L'Allier, nay: Neumann, <br />Wilharber, Fritchie, motion failed. <br /> <br />Ken Briggs advised that Harstad Companies would go through their <br />numbers once more to see if there were any room in the profit <br />figure to be able to contribute more monies per lot. <br /> <br />Motion by Wilharber, second by Neumann to table the issue of <br />water systems in proposed and future developments until August <br />26, 1987, motion carried unanimously. <br /> <br />Discussion of L'Allier Estates II. Jerry Parent of Parent <br />Construction feels he can agree to $2,500 per lot for a water <br />system, but is concerned about the time period, and assurance <br />that the cost per lot will not increase in regard to the water <br />system. <br /> <br />City Engineer advises that the water <br />substantially complete for operating for the <br />July 1, 1988. <br /> <br />system <br />service <br /> <br />should be <br />intended by <br /> <br />Members of the audience expressed their opinions: <br />Mary Jane Lang, 1559 Peltier Lake Drive <br />Helen Arhip, 1537 Peltier Lake Drive <br /> <br />Motion by Neumann, second by Wilharber to approve the development <br />contract with Parent Construction for the development of L'Allier <br />Estates II with the following stipulations regarding Parent <br />Constructions participation in the water system: <br />-the cost per lot will not exceed $2,500 for a water system, <br />-the project will be ordered within ten weeks or this will <br />relieve Parent Construction of any responsibility to put in <br />a water system and may after 10 weeks use private wells as <br />the water source in L'Allier Estates II development, <br />
