<br />City Council Meeting <br />Minutes <br />July 22, 1987 <br />Page Two <br /> <br />The grading plan for Centerville Heights is to be complete in <br />three weeks. <br /> <br />John Johnson inquired as to whether the pipe behind Lot 5, Block <br />2 of the Peterson Old Homestead Addition could be incorporated in <br />the project. John Stewart, City Engineer advised that pipe may <br />be dangerous structurally and now may be a good time to improve <br />the pipe and incorporate it in the project. City Engineer is <br />concerned about the possibility of changing the water table and <br />standing water in the swale. <br /> <br />Council expressed no opposition to the currently proposed grading <br />plan, thus Harstad companies advised that they would proceed with <br />the grading plan. <br /> <br />Bob Houle, 7140 20th Avenue North advised that Harstad Companies <br />surveyors trespassed on his land. He feels this is a violation <br />of human rights and requests $1,500.00 in compensation for this <br />violation. Ken Briggs of Harstad Companies apologized for any <br />inconvenience this may have caused Mr. Houle, he was not aware <br />that the surveyors walked on the property without permission. <br />Mr. Briggs offers to pay for any damage done to the property due <br />to this. <br /> <br />Motion by Neumann, second by Fritchie to adopt Ordinance #42 <br />regarding escrow monies to the City, with the stipulation that <br />the City Attorney review the ordinance as constructed by the City <br />Council, motion carried unanimously. <br /> <br />Motion by Robischon, second by Fritchie to adapt Resolution #87-16 <br />which sets a flat nonrefundable fee for administrative costs <br />regarding City staff for the City of Centerville, payable by all <br />developers who approach the City for development projects: <br /> <br />COMMERCIAL OR INDUSTRIAL DEVELOPMENTS <br />1 to 3 acres $150.00 per acre <br />4 to 10 acres 90.00 per acre <br />11 to 40 acres 75.00 per acre <br />over 40 acres 65.00 per acre; <br /> <br />RESIDENTIAL DEVELOPMENTS <br />1 to 10 lots $ 50.00 per lot <br />11 to 30 lots 40.00 per lot <br />31 to 50 lots 35.00 per lot <br />over 50 lots 30.00 per lot; <br /> <br />motion carried unanimously. <br /> <br />Discussion of LrAllier Estates II development.
