Per City Engineer this will take care of any soft <br />spots in the road, as they can be corrected easier this way. The <br />disadvantage, per City Engineer would be that it would be more <br />difficult to plow the first year and would be weaker when the <br />construction is actually taking place. However, any problems <br />with this should be workable if the soft spots are taken care of <br />in the spring. <br /> <br />Clerk will contact City Attorney to inquire about what is <br />necessary for the City to put in stop signs where desired. <br /> <br />Motion by Floyd, second by Neumann to accept the Plans and <br />Specifications of L'Allier Estates II dated July 1987; with the <br />exception that a change be made to the blacktopping of the roads <br />in which 2 1/2 inches of blacktop will be laid in 1987 and the <br />remaining 1 1/2 inches of blacktop will be laid in 1988, motion <br />carried unanimously. <br /> <br />Motion by Neumann, second by Fritchie to install street lights in <br />developments as per the recommendation of the City Engineer, <br />motion carried unanimously. <br /> <br />Motion by Fri tchie, second by Robisc}1011 tCJ :reql~est $12 ~ 000 ,00 in <br />escrow from Jerry Parent of Parent Construction for engineering <br />costs, motion carried unanimously. <br /> <br />Motion by Fritchie, second by Neumann to direct City Attorney to <br />add protective covenants to the development contract for LrAllier <br />Estates II regarding ecological concerns such as: disturbance of <br />the creek shoreline and potential pollution to the creek, motion <br />carried unanimously. <br /> <br />Concern was expressed about the possibility of the developers <br />burying construction wastes on the site versus carrying them off <br />site.
