(John Johnson representing the Centerville Heights <br />development advised that Harstad Companies are still interested <br />in a water system which could connect to future systems. Harstad <br />Companies could put in one or two private wells, while waiting <br />for this system, if this is done in a timely manner. <br /> <br />John Stewart, City Engineer advised the Council that if it were <br />their wish to do a feasibility study on water systems for the <br />proposed L~Allier Estates II and Centerville Heights, it is his <br />understanding that the water system to be proposed at this time <br />is to primarily benefit these two developments, retaining the <br />thought that additional developments or people with dry wells <br />CC)lJ.ld be iI1COrI)orated in tllis. <br /> <br />Council member Robischon noted that a water system may enhance <br />commercial development within the City. <br /> <br />Council member Fritchie noted that the fact of current dry wells <br />within the City will decrease the chance of selling the lots on <br />the proposed developments, the water system would enhance the <br />City, increase the quality of life, and that a long range plan of <br />about 10 years doing small sections of the City at a time may be <br />an appropriate time table for the City. <br /> <br />Mayor LrAllier noted that the dry wells in the City may be <br />isolated cases due to shallow well pumps, that he felt a need for <br />a back up system, that he does not think that the Mr. Parent <br />
