John Stewart, City Engineer presented Center Oaks II feasibility <br />study. R Committee vIas discussed. It <br />was brought up that another park in Centerville could create a maintenance <br />problem and could result in increased liability to Centerville due to the vJater <br />in the proposed holding ponds. Mayor L1Allier felt the land designated as <br />park areas ,;"as to 10\'J to be feasible. If the park dedication fee is accepted <br />in lieu of the park land, 46 or 47 lots could be platted resulting in $6,900.00 <br />to $7,050.00. The exact number of lots will be on the final plat. Council <br />member Robischon noted that the monies gained from the developer \'Jould greatly <br />help Central Park, especially with the moving of the rink and the warming house. <br />Council members Fritchie and Neumann agree. Council member Laska would like to <br />see neighborhood parks, but does not feel it is feasible. Laska does not like <br />to go against the recommendations of the P & R, but feels the funds are more <br />acceptable than the land in this case. <br /> <br />Motion by Neumann, second by Fritchie to accept a park dedication fee of <br />$150.00 per platted lot from Kenco Construction for Center Oaks II in place <br />of 10% of the land, motion carried unanimously. <br /> <br />Dan Tourville, 6994 Centerville Road, suggested that the City of Centerville <br />require the developers contract to include that all unsold lots be finished <br />graded and seeded \~ith grass cover to prevent unsightly areas. John StevJart, <br />City Engineer, concurred with this suggestion, cautioning the Ctiy that it does <br />not \tJant to fi 11 the s torm se\~/e r wi th s i 1 t and soi 1. C; ty Engi neer recommends <br />ground cover that can be mowed. He also questions that if a lot is sold, who <br />does the City pursue, if left undefined this part of the contract could be <br />difficult to police. Mr. Roessler advised that it is possible for the City <br />to assess developers for unsightly lots and that this could be regulated by <br />the building inspector, as he could refuse to issue permits to a developer <br />until the lots were cleaned up. <br /> <br />r~lotion by Neumann, second by Fritchie to accept Center Oaks II preliminary plat <br />per Planning and Zoning Commission finding of fact, dependent upon: <br />-the revised Center Oaks II final plat showing up to three extra lots <br />versus park areas; <br />-a physical barrier will be put up preventing construction equipment <br />for Center Oaks II from entering on the existing Center Street, such <br />access 'y'J; 11 be fron~ Hi ghvJay 54; <br />-all unsold lots will be cleaned graded and seeded to the satisfaction <br />
