<br />/ <br /> <br />1 <br /> <br />Pursuant to due call add notice thereof the City Council of the <br />City of Centerville held their regular meeting on Wednesday, March 25, <br />1987, at City Hall. ~1ayor L'Allier called the nleeting'to order at <br />7:00 P.M. Present: Fritchie, Robischon, Laska, Neumann. <br /> <br />Motion by Laska, second by Robischon to accept the minutes of the <br />March 11, 1987 meeting, motion carried unanimously. <br /> <br />PETITIONS AND COMPLAINTS: <br />Two letters were received by Donna Erickson,~1548 Peltier lake Drive. <br />The first was to thank the council for approving the Minnesota Housing <br />Finance Association Rental Rehabilitation Program at the March 11, 1987 <br />City Council Meeting. The second was in opposition to 100% front <br />footage assessment of the proposed road reconstruction. A letter was <br />also received from Wayne LeBlance, 1677 Peltier Lake Drive, regarding <br />assessment of the proposed reconstruction of roads. All three letters <br />are on file with the City Clerk. <br /> <br />Wayne LeBlanc, 1677 Peltier Lake Drive, and Norman Turke, 1545 Peltier <br />Lake Drive, advised the Council of a bad pothole on Peltier lake Drive. <br /> <br />OLD BUSINESS: <br />Motion by Robischon, second by Neumann to have the Fire Marshall <br />inspect the Jerry Roach premises at 7159 r1ill Road._and if he finds <br />the building to be safe, the issue of allowing a Performance Bond <br />versus 125% credit would be addressed at the April 8, 1987 City <br />Council meeting, motion carried unanimously. <br /> <br />~ <br /> <br />City engineer, John Stewart.of f'f1aier Ste\'/art and Associated, Inc. <br />presented the Final Plans and Specifications of road reconstruction <br />dated March 18, 1987 to the City Council. They are on file with nhe <br />City Clerk at City Hall. 'Mr. Stewart advised that he is optimistic for <br />good bids, the original estimated construction cost was $520,500. He <br />also pointed out that the old roads were a five ton design and that the <br />proposed roads are a seven ton desigh. <br /> <br />Council member Fritchie noted that the east end of Center Street was <br />not included as part of the road reconstruction project, but is break- <br />ing up. If this section of the street were to ever be under consideration <br />to be added to the project a new public hearing would have to be held <br />as the persons on this section of the street were not notified of <br />previous public hearings. <br /> <br />Concern was expressed that the new developers may damage the roads with <br />the new proposed housing construction. City attorney, Bill Hawkins, <br />advised that there is usually only a one year warranty on the construction <br />of raads, and that an individual developer is responsible for damage to <br />roads that he has caused, as long as the roads were originally constructed <br />properly. <br /> <br />~ <br /> <br />John Stewart, city engineer, advised that there is a fence on <br />Peltier Lake Drive that is within the setbacks. The fence must be re- <br />moved if Peltier Lake Brive is ordered for reconstruction. Mr. Stewart <br />advised that the contractor would take the fence down and place it on <br />the owner's property, but it would be preferable to have the owner take <br />care of it himself. City Clerk will mail a letter to the owner advising <br />him of this, if Peltier Lake Drive is ordered for reconstruction. <br /> <br />George Haberman, 7288 Mill Road, expressed concern about the cleaning <br />
