<br />City Council Meeting Minutes <br />December 23, 1991 <br />page three <br /> <br />The City Attorney will then draw up the an appropriate <br />agreement to be forwarded to ~he City Council at the <br />next appropriate meeting for consideration of final <br />approval for the plan, temporary drain line and/or <br />final approval of the agreement; <br />It appeared that the responsibility of the installation <br />would be the property owners; <br />The City would absorb inspection and staff time costs; <br />The agreement would also address release of liability <br />for the City of Centerville in exchange for approval of <br />the use of the City property (right-of-way), <br />motion carried unanimously. <br /> <br />Metrooolitan Waste Control Commission Inflow/Infiltration <br />It was noted that the City Engineer and the Clerk/Administrator <br />attended a meeting by the Metropolitan Waste Control Commission <br />regarding Inflow and Infiltration. It appears that it is <br />possible in the near future that surcharges could be charged to <br />cities with high inflow/infiltration. In addition to surcharges, <br />additional penalties could be denial of Metropolitan Urban <br />Service Area (MUSA) extensions. One of the sources of the inflow <br />could be sump pumps from individual property ownersa The <br />Clerk/Administrator advised that it appears that Farmington and <br />Waconia have aggressively pursued disconnection of sump pumps <br />from the City Sewer Systems in the form of monthly surcharges <br />from $75.00 to $100.00 per resident. It was noted that this is <br />not an option being considering by the City Council at this time <br />and that the information was provided as an update. <br /> <br />The City Council requested that the City Staff contact Farmington <br />and Waconia to obtain information on the surcharges to individual <br />property owners regarding sump pump disconnection, the dollar <br />amount, the policies, implemention, correction inspection and <br />follow up. <br /> <br />Municioal Facilities <br />It was noted that the Building Task Force met on December 18, <br />1991. At the end of the meeting they were given a tour of <br />Station #2 in Lino Lakes. It was noted that the site plan <br />options will be available at the Task Force's next meeting on <br />January 15, 1992. It was noted that March would an appropriate <br />time frame to begin the process for Rice Creek Water Shed Permit <br />for the building. It was also noted that the building <br />construction could not begin until the Rice Creek Water Shed <br />Permit were obtained. <br />
