He also noted that in October 1990 bar <br />codes were promised within weeks to the City of Centerville. <br />These bar codes have not get been delivered. He also noted that <br />the City has been requesting volume based information for <br />approximately one and a half years and it as not been provided. <br /> <br />Ms. Ayde advised that Lake Sanitation is waiting for the bar <br />codes from the bar code printer as there still appears to be a <br />glitch in the programs. She noted that the bar codes are paid <br />for and also expressed concern regarding applying the bar codes <br />in cold weather. She noted that Anoka County will require volume <br />base in all cities in the near future. Ms. Ayde advised that she <br />does have the volume base information ready for distribution and <br />will supply it to the City office right away. <br /> <br />Council member Pelton noted the City has also invested in bar <br />codes and she expressed concern with regard to City requests for <br />information on volume base billing. She noted that she would <br />like to see incentives from Lake Sanitation to supply the bar <br />codes to the City of Centerville and to present volume based <br />information. <br /> <br />Council member Dario advised that he is in the printing business. <br />He noted that it did not understand why it takes so long to <br />obtain bar codes. He also noted that there are adhesives that <br />can be used to apply to material such as the bar codes in 120 <br />degree below zero. <br /> <br />Council member Wilharber noted that he had a problem with a <br />retroactive increase. He noted a 4 cent increase in sales tax on <br />his last garbage bill. He would like to take a look at the <br />volume base proposal. <br /> <br />Council member Burgstahler suggested that the City look at a <br />volume base structure for garbage collection and possibly any <br />retroactive increase could be worked into the volume base rate. <br />Otherwise there would be an increase in the regular billing <br />structure and then another change to volume base billing. He <br />noted sympathy for the waste hauler if the tipping fe increase <br />was not anticipated by either party. <br /> <br />Motion by Buckbee, second by Pelton to table discussion of a <br />monthly rate increase to Lake Sanitation for garbage pick up <br />until: <br />-the receipt of a volume base proposal; and <br />-bar codes are implemented on the recycling bins; <br />any increases (to include retroactive costs) will be coordinated <br />into the new volume base fees, motion carried unanimously. <br />
