<br />Meeting Minutes - CC <br />page four <br />October 9, 1991 <br /> <br />Water Extension/Pathwav L'Allier Estates <br />Beth and Caleb Gallegos, 7161 Grange View presented a letter to <br />the City Council regarding their opposition to a pathway on Lot <br />7, Block 1 L'Allier Estates II. A copy of this letter is <br />attached to and made a part of these minutes. <br /> <br />Council member Pelton noted that the pathway is merely an option <br />at this stage and is not a for sure thing. She explained that <br />the option began with the Park and Recreation park system master <br />plan for trails and public properties. The plan tried to <br />facilitate pedestrian travel and connect public facilities. The <br />school children are mandated to walk to school. This is lengthy <br />for the Peltier Lake Drive children. The pathway would <br />facilitate and alternate route to the Centerville Elementary <br />School. <br /> <br />Council member Burgstahler advised that he thought the letter was <br />a good letter and he agreed with its reasoning. He added that <br />time and maintenance efforts for such a pathway are also reasons <br />not to do the project. <br /> <br />Council member Wilharber noted concerns with children near the <br />water in Clearwater Creek and the potential for abductions in the <br />wooded area. He noted that even if the school were to <br />participate in the initial costs of the project, at some point in <br />time if a bridge were built, it becomes the City's <br />responsibility. <br />He did advise, however, that the water extension easement is <br />necessary. <br /> <br />Council member Dario felt that there may be problems with <br />children going onto private yards adding to property owner <br />responsibilities. He did not feel that it hurt the children to <br />walk to school along the current route. Others may take <br />advantage of the secluded wooded area to victimize children. He <br />is not in favor of a pathway or bridge on Lot 7, Block 1 to <br />provide an alternate access to the Centerville School. <br /> <br />The following audience members asked questions and made comments <br />regarding the proposed pathway/bridge: <br />-Randy Hagerty, 1835 Prairie Drive; <br />-Julie Curtford, 7156 Grange-view; <br />-Mike Davis, 7156 Brian Drive. <br /> <br />Motion by Burgstahler, second by Wilharber to not pursue <br />acquisition of a water extension or pathway easements on the <br />L'Allier Estates II development at this time, Aye - Buckbee; Aye <br />_ Wilharber; Aye - Burgstahler; Aye - Dario; Nay - Pelton, motion <br />carried. <br />
