<br />July 13, 2001 <br />Emergency Council Meeting Minutes <br />evening time for the interim, effective immediately. Council Member Broussard Vickers <br />felt that anyone who is currently within the office should be offered to increase their <br />hours to full time. Discussion ensued in regards to Ms. Jill Lien being the only individual <br />that is currently part time. Council Member Broussard Vickers stated that if Ms. Lien <br />desires to work forty (40) she should be authorized to do so. Council Member Travis <br />questioned whether there would be benefit requirements that would need to be met with <br />same. Ms. Bender stated that Ms. Lien is currently % time and receives overtime <br />compensation for hours exceeding eight (8) in a day. Council Member Broussard <br />Vickers clarified by stating over eight (8) in a day, but if she were not over eight (8) <br />hours in a day, she would receive straight time. Ms. Bender concurred. Council Member <br />Broussard Vickers questioned whether Council could make a temporary employment <br />offer for an additional eight (8) hours per week or however many the remaining Staff <br />works, at her same pay, with not extra benefits for full time if she is interested. Council <br />concurred that this could not be done and that all benefits needed to be the same for all <br />employees of the same part time or full time status. Council Member Travis questioned <br />whether Ms. Lien has desired to go full time in the past. Ms. Bender stated that Ms. Lien <br />has not in the past; however, things may have changed. Council Member Broussard <br />Vickers felt that Ms. Lien should be offered full time employment. Council Member <br />Nelson stated that with temporary agencies, sometimes you can get an individual long <br />term as far as like two (2) or three (3) months; the same person, once you have trained <br />them they come in and do the work, it's a temporary thing and you do not have to provide <br />benefits to them. Council Member Capra stated that actually they prefer same. Council <br />Member Broussard Vickers stated that ifwe have each Staff person working even two (2) <br />to five (5) hours on Committee work, same is immediately gained. Council Member <br />Broussard Vickers stated that she believed Staff is very close to this. If Ms. Lien is <br />interested in working forty (40) hours a week; even temporarily, not even forever if just a <br />short period for whatever length of time she would be willing, that is another gain right <br />there and another twenty (20) hours of Staff time pretty quickly if Council does some of <br />these temporary measures so that over the next week or two (2) operations are fine. <br />Council concurred. <br /> <br />Council Member Broussard Vickers requested that Mr. March participate in an exit <br />interview. Council Member Broussard Vickers wanted to ascertain exactly what made <br />Mr. March leave. Mayor Swedberg stated that a third party may assist in this process and <br />the League of Minnesota Cities (LMC) may be able to assist in same. <br /> <br />Council Member Nelson questioned Council Member Broussard Vickers' feelings on an <br />executive search firms or any interim City Administrator. Council Member Broussard <br />Vickers stated that she would like to place an advertisement in the Sunday paper. <br />Council Member Travis stated that he would like to place advertisements in the League <br />Bulletin and the Sunday paper prior to expending funds for an executive search firm. <br />Council Member Broussard Vickers stated that the advertisements should be run just <br />once to see what is generated from same and felt that it would cost 20,000 to 40,000 <br />dollars to secure an executive search firm. Council Member Nelson corrected same by <br />stating $20,000. Council Member Travis stated that he had spoken with Mr. Tom <br />Wilharber and his reluctance, he stated that if Council desired to complete the search <br />themselves, be prepared that they could go through one (1) or more Administrators. <br />However, that is not the end of the world, Council is determining to spend a large amount <br /> <br />Page 6 of 15 <br />
