<br />July 13, 2001 <br />Emergency Council Meeting Minutes <br />of money. Council Member Travis stated that Brimeyer, according to Mr. March was not <br />the answer. Not specifically Brimeyer, a search finD. Council Member Broussard <br />Vickers stated that if Staff could keep things afloat even for two (2) or three (3) weeks <br />until Council needs to make that decision and review the quality of the applicants that are <br />interested in the position, simply from the paper and League Bulletin. Council Member <br />Broussard Vickers stated that individuals that are qualified for this position and are <br />registered with these search firms are also probably reading the paper. Council Member <br />Nelson stated that these firms take two (2) months to process so wherever Council starts, <br />Council would be look two (2) months following same. Council Member Broussard <br />Vickers stated that she did not anticipate filling the position for three (3) to four (4) <br />months if Council was lucky. Council Member Nelson stated she has a real concern with <br />that. Council Member Capra stated that a budget needed to be compiled by the middle of <br />September, a preliminary budget. Council Member Broussard Vickers stated that <br />Council needed to adopt a resolution approving a preliminary budget by September 14, <br />2001, if you set last year, which Council already know, we are at the right ball park. <br />Council can always decrease same but cannot increase same. Council Member Broussard <br />Vickers stated that she thought the City was well protected if Council sets the rate the <br />same as last years. Council Member Travis stated that same is worst-case scenario. <br />Council Member Broussard Vickers stated that Council works within their perimeters. <br /> <br />Mayor Swedberg stated that he thought being that it is already July, mostly individuals, if <br />they have families, have accepted positions and they try and move in the summer months. <br />Mayor Swedberg felt that it would be wise to move quickly rather than waiting on this <br />because Council may still be able to retain individuals prior to school commencing. <br />Council Member Broussard Vickers stated that the City does not have requirements for <br />residency requirement. Mayor Swedberg stated that he felt it was better to commence the <br />process more quickly rather than it is to sit and wait on it. Council Member Broussard <br />Vickers concurred but felt that an advertisement should be placed in next Sunday's paper <br />and the League bulleting. Council Member Capra stated that she did not believe she was <br />qualified to sort through all of the applications and interviewing consumes a large amount <br />of time. <br /> <br />Council Member Capra stated that she desired to have some one assist in the process and <br />weed it down. That is the process Brimeyer assisted in with the hiring of Mr. March. <br />The City went through several Administrators in a short period of time prior to acquiring <br />Mr. March who was employed for five (5) years. Council Member Capra stated that at <br />the time, Council made a decision no matter what that cost. Council Member Capra <br />admitted that it does cost a lot of money to secure an executive search firm; however, <br />there has been no transition for five (5) years, up until this point. Council Member Capra <br />felt that same was worth a large amount of money. Council Member Nelson concurred. <br />Council Member Capra stated that if the City is operating for three (3) months without a <br />City Administrator what is being saved without expending salary, benefits and car <br />allowance. Council Member Capra stated that she desired to apply same to securing an <br />executive search :firm and desired to bring in some one who has experience looking <br />through references and verifYing information. Council Member Capra stated that she <br />would feel qualified if a professional reviewed all applicants and forwarded their top <br />candidates. <br /> <br />Page 7 of15 <br />
