<br />July 13. 2001 <br />Emergency Council Meeting Minutes <br />Council Member Travis questioned whether Council Member Capra felt that advertising <br />on Council's own was worth a try. Council Member Capra stated that she did not know; <br />however, that salary and benefits that would be saved during the hiring process could be <br />applied to an executive search firm and she considered it an overwhelming task to review <br />resumes, applications and she did not feel qualified to complete same. Council Member <br />Capra stated that she felt comfortable assisting in the interview process. Council Member <br />Capra stated that she believed an advertisement should be placed in the paper and the <br />results should be forwarded to a firm. Council Member Nelson stated that if an executive <br />search firm is hired, they would advertise on their own. Council Member Nelson stated <br />that several search finns that work with government work with non-profit agencies and <br />the do apply a non-profit fee schedule for same. Council Member Nelson stated that she <br />had been employed as a Human Resource Director for ten (10) years, interviewed <br />hundreds of people and felt that she is not qualified on this level and did not believe any <br />one else was either on this level. Council Member Nelson felt that advertising in the <br />paper would be a waste of very valuable time and need to have a professional search firm <br />due to the fact that this is the most important staff position within the City. Council <br />Member Nelson felt that everything hinges on this position, including every staff <br />member, his or her salaries and livelihood...it is too important of a position. Council <br />Member Nelson stated that she would not be in favor of placing an advertisement in the <br />paper and going the least expensive route and she would be happy with any ofthe finns. <br /> <br />Council Member Capra questioned Mr. Hoeft's comments. Council Member Nelson <br />stated that Mr. Hoeft supported the hiring of an executive search firm and stated that <br />Brimeyer was popular in the Twin Cities and the other two (2) finns were also good. <br />Council Member Nelson stated that the three (3) firms were located in Roseville, St. <br />Louis Park and Hopkins. Council Member Nelson stated that she personally like DMG- <br />Maximus in Roseville based on what she read from their web site and that they are based <br />on government individuals. Council Member Broussard Vickers questioned obtaining <br />quotes from the three (3) finns. Council Member Nelson stated that she thought they <br />should obtain same from more than one (1) firm. <br /> <br />Mayor Swedberg stated that his schedule is booked for the month of August. Council <br />Member Nelson stated that these finns complete all of the preliminary work. Council <br />Member Broussard Vickers questioned whether the three (3) finns should be present and <br />the next Council meeting. Council concurred. Council Member Broussard Vickers <br />stated that typically Council would have some contingencies if the person does not stay; a <br />portion of the fee is refunded. Council Member Capra requested that Council Member <br />Nelson contact the three (3) finns and arrange for them to submit a proposal or appear at <br />Council's next meeting. Same was the consensus of Council. Council Member Travis <br />stated that he would still like to try finding an individual on Council's own. Council <br />Member Capra disagreed and did not feel qualified. <br /> <br />Hanna, The Hugionan, questioned whether the meeting was being cablecasted. The <br />Mayor stated that a cable operator was not secured for the meeting and same is being <br />audio recorded. <br /> <br />Ms. Bender stated that word of mouth travels quickly amongst municipalities and <br />position availability.
