<br />July 13, 200 I <br />Emergency Council Meeting Minutes <br />Council Member Broussard Vickers requested that within the search firms quote she <br />would like to know if candidate comes to Council, Council refers them to the search firm <br />what the dollar figure would be for same. Mayor Swedberg stated what are the options <br />they can provide as well as fees. Council Member Nelson stated that she e-mailed a firm <br />due to the mct that she found the firm first and she had yet to receive a response. She <br />would contacting them by telephone; however was concerned in regards to proceeding <br />forward prior to Council's consensus. Council Member Broussard Vickers also requested <br />how each firm would handle the situation if Council found their own candidate/bailout <br />obligation. <br /> <br />Council Member Nelson stated that two members of Staff requested that she bring <br />forward their recommendations for the vacant Administrator position. Ms. Lien suggests <br />Ms. Ry-Chel Gaustad, Mr. Paul suggested Ruth from the City of Hilltop. Council <br />Member Nelson stated that Ruth was runner up when Mr. March was hired, Mr. PaIzer <br />also suggested Mr. Mike Erickson who is currently employed at the City of Hugo. Mr. <br />PaIzer is fumiliar with Mr. Erickson through an interview process and Mr. Erickson has <br />been a speaker at the League Conference. <br /> <br />Council Member Broussard Vickers stated that all Council Members need to review what <br />has been forwarded to the City in this regard. Staff should be directed to forward <br />telephone calls, mail, e-mail, etc. to all Council members. Council Member Broussard <br />Vickers stated lets see what we get from free advertisement (word of mouth). Council <br />Member Broussard Vickers stated that Council may be able to ascertain the quality of <br />applicants that are received during the next week and a half and then decide whether to <br />expand their search on their own. Mayor Swedberg suggested the possibility of an <br />outreach notice. Council Member Nelson stated that Council needed to determine the <br />desired candidate and stated that the executive search firms provide same. <br /> <br />Council Member Nelson questioned the possibility of discussing the appointment of an <br />interim City Administrator because several Staff members questioned same. Council <br />Member Travis questioned whether there were recommendations from Staff in this area. <br />Council Member Nelson stated no and questioned whether others had received any. <br />Council Member Capra reported that several members had concerns over who would be <br />in charge. Council Member Capra stated that their primary concerns were regarding a <br />vacation day, if they have a problem. <br /> <br />Council Member Nelson questioned Mr. McPherson whether he had a preference. Mr. <br />McPherson stated that between Mr. Palzer and Mr. Cook they have a large amount of <br />experience, Ms. Bender has been here how long. Ms. Bender stated two and a half (2 <br />1/2) years. Mr. McPherson stated that current Staff could handle basically any issue and <br />if there were an issue they could not handle they would contact Council. Mayor <br />Swedberg stated that if they have a problem or if they have a problem they do not <br />normally scope how does Council desire them handle same. Council Member Nelson <br />stated that Mr. Hoeft suggested if Council desires to hire a temporary Administrator in <br />the interim, same would only need to be part time consultant and "manage the Staff" and <br />day to day details would be handled by City Staff, City Engineer and City Attorney. <br />Council Member Nelson stated that Mr. Hoeft did add not Council because in both Mr. <br />Hoeft's opinion and in hers, then Council would have a mess.
