<br />July 13, 200 I <br />Emergency Council Meeting Minutes <br />Staff member if Council feh someone was qualified and Council feh comfortable with <br />same or Council could hire a temporary, interim, part time consultant individual who <br />would manage staff. Council Member Capra questioned the expenditure associated with <br />same. Council Member Nelson stated that at this time it was unknown. Council Member <br />Broussard Vickers stated that the next staff member in the structure of authority would be <br />Mr. Palzer and in the interim she would like to appoint Mr. Palzer until the next Council <br />meeting. Discussion ensued in regards to Mr. March's last day and the possibility of Mr. <br />March expending vacation time. Council Member Nelson stated that Council needed to <br />research this issue. Council Member Broussard Vickers requested that Council discuss <br />with Mr. March if he expects to expend vacation time until July 25 or whether Council <br />can expect that he would be in the office daily until July 25. Council Member Broussard <br />Vickers stated that normally he informs Council when taking vacation time; however, <br />Council needs a notification of either he is taking it or that he can be expected here until <br />July 25. Mayor Swedberg questioned whether Council could say in Mr. March's <br />absence, Mr. Palzer is acting interim City Administrator until the next Council meeting, <br />Council has the next most senior member of Staff and he if he has questioned that he is <br />unable to answer and questions are unable to wait, he has one (l) contact person for the <br />Council being the Mayor and at that point its questions, the Mayor can call around to <br />ascertain answers to same. Mayor Swedberg stated that if the questions are <br />straightforward he should be able to handle same. Council Member Broussard Vickers <br />stated that she did not believe there were going to be many questions that Mr. Palzer <br />would be not be able to handle. Council Member Nelson had concerns regarding same. <br />Mr. Palzer had contacted her six (6) times in regards to vacation time. Council Member <br />Broussard Vickers stated that research needed to be completed through the LMC to <br />determine if the City could suspend any unscheduled vacation leave, well then give Mr. <br />Palzer the authority to grant vacation time as he sees fit during the interim. <br /> <br />Council Member Nelson questioned whether during the interim, having Mr. Palzer <br />manage the Public WorksIBuilding Department and Ms. Bender manage the <br />Administrative Staff. Council Member Nelson stated that she felt it was a lot to ask Mr. <br />Palzer to manage both facilities. Council Member Broussard Vickers felt that Council <br />needed one (1) person as the main contact, as the final decision maker in the interim. <br />Mayor Swedberg questioned whether Council could make this decision at the Council <br />meeting where Staff could have input and decide direction. Council Member Broussard <br />Vickers stated that Council could receive input during the interim on how the decision is <br />working and whether anyone has came forward that is inquiring about the interim <br />position. Mayor Swedberg questioned whether Council should advertise in the League <br />Bulletin for an interim position to buy time. Council Member Broussard stated that <br />Council could certainly do same. Council Member Nelson stated that she was unsure <br />whether she had an understanding of Council's desire to have an interim individual. <br />Council Member Broussard Vickers stated that she did not know whether she desired an <br />interim individual if the people that are here can complete the duties and she would not <br />know if they desire to and can they. Council Member Nelson questioned Ms. Bender's <br />opinion regarding whether she desired a temporary outside interim or a Staff interim. <br />Ms. Bender stated that Council needed time to consider their desires of a candidate to fill <br />the City Administrator's position and that Staff could handle the ongoing, day-to-day <br />operations without hiring a part time, temporary interim City Administrator.
