<br />July 13,2001 <br />Emergency Council Meeting Minutes <br />clarified Ms. Bender's comment by stating part time office help. Ms. Bender stated that <br />Staff does need additional office support. If we could increase the current % time <br />position to full time and apply overtime hours from Committees same would assist Staff <br />in day-to-day operations. Council Member Nelson stated that Council just authorized <br />same Consensus was that no voting had been completed on this issue. Ms. Bender <br />stated that Council had consensus on this issue and all members agreed to same. Ms. <br />Bender stated that she had some concerns with Mr. Palzer understanding the <br />Administrative responsibilities; however, she had nothing but good to say about Mr. <br />Palzer, I am aware of his supervisory skills. Council Member Broussard Vickers <br />questioned whether a co-interim work or does Council need to divide stating that Ms. <br />Bender manage the Administrative functions and Mr. Palzer manage Public <br />WorksIBuilding Inspections functions. Council Member Broussard Vickers stated that <br />Mr. Palzer is currently supervising Public WorksIBuilding Inspections. Council Member <br />Nelson stated that Mr. PaIzer had difficulty authorizing a vacation for Mr. Tedd Peterson. <br />Council Member Broussard Vickers stated that Mr. PaIzer probably had difficulty <br />because Mr. March would not let him do same. Council Member Nelson stated that <br />Council would need to reiterate to him that he would have the authority contingent upon <br />Mr. March's termination date. Council Member Broussard Vickers stated that then it <br />would go to Ms. Bender to authorize the office, even though in the past it has been <br />practice to grant same on short notice, a request can be denied. Council Member Travis <br />stated that it may be harsh to mandate same, it may be more to just request to hold off <br />scheduling vacation. Council Member Broussard Vickers stated it is one thing if it is <br />already scheduled and on the books. Council Member Broussard Vickers stated that she <br />very much agrees with the Attorney and does not want to be involved with the day- to- <br />day operation. She has not been, she does not want to be, she does not desire daily <br />contact, she does not desire Staff to have daily contact and same is not a Council function <br />to her. <br /> <br />Mayor Swedberg questioned whether Staff desired a check in from Council every day <br />and offered to comply with whatever Staff desired of their assistance. Ms. Bender stated <br />that Staff would probably prefer that if needed, Staff contact Council Members. Mayor <br />Swedberg stated that same was fine. Council Member Travis stated that it was a good <br />idea that during the interim of the interim to have Ms. Bender and Mr. Palzer. Ms. Bender <br />the administrative and Mr. Palzer business as usual, does Ms. Bender consult with Mr. <br />Palzer. Council Member Broussard Vickers stated that she thinks they consult with each <br />other when they feel like they need to, I think they need to coordinate with one another <br />with staffing issues if there are any, vacation issues so that they are in contact on a <br />regular basis and if this can be accomplished until the next Council meeting when <br />Council can ascertain Mr. March's last day. Council Member Broussard Vickers stated <br />that if Mr. March is in the office she did not desire to have him working on day-to-day <br />functions, she would rather have him working on larger projects, ie. outlining large <br />projects that are coming due, outlining every piece of knowledge he has. He does not <br />need to be answer any more day-to-day items. If he is actually going to be in the office, <br />he does not need to take a vacation request any more; he needs to draft information that <br />Council needs to know. Council Member Travis concurred. <br /> <br />Mayor Swedberg questioned the signing of checks and stated that he would feel much <br />more comfortable if another individual signing checks with him.
