<br />July 13. 2001 <br />Emergency Council Meeting Minutes <br />regarding Ms. Bender. Mayor Swedberg stated that Ms. Bender issues same. Ms. <br />Bender stated that Ms. Sweeney issues same and she proofs them. Ms. Bender stated that <br />she did not feel comfortable signing same. Consensus was that Council Member Travis <br />would be a signatory, due to the fact that he is the Acting Mayor in the absence of Mayor <br />Swedberg. Discussion ensued in regards to signature cards, bonding, etc. Ms. Bender <br />stated that the City currently has insurance on Council Members and that she would <br />contact the bank for the appropriate documentation. Council Member Nelson questioned <br />whom Council would appoint to discuss with Mr. March the items on the list. Council <br />Member Capra stated that she had a scheduling difficulty with Monday, would be unable <br />to complete same and would be fine with Council Member Nelson completing same. <br />Council Member Nelson requested Council Member Capra's list of items of discussion <br />with Mr. March. Council Member Capra reviewed the list of questions for Mr. March; <br />Ms. Sweeney's performance review, ascertain if he has offered the internship, agreed to <br />an exit interview, ask how long Council can expect him to be in the office on a regular <br />basis, infow Council of the big picture items. Discussion ensued regarding the <br />possibility of offering that Mr. March complete same at home, liability issues involved <br />with same, vacation time. Council Member Broussard Vickers stated that if Mr. March is <br />on vacation then he needs to be on vacation, if he is actually working than he has <br />vacation time coming to him when he is gone in tenns of pay. Council Member <br />Broussard Vickers stated that if Mr. March is actually going to be in the office Council <br />desires the big picture and ifhe is going to give Council notice of vacation Council would <br />like to have same. Council Member Nelson stated that Council desires to know what to <br />expect from Mr. March in the interim and then she would talk to him based on his <br />response in regards to Mr. Palzer and Ms. Bender so same is clear. Council Member <br />Broussard Vickers stated that Council is directing them to take over day-to-day <br />operations. Mayor Swedberg added supervision and stated that he thought supervision <br />was a good word. <br /> <br />Council Member Nelson stated that Council's intent was that at their next Council <br />meeting, Council Member Nelson would try to obtain three (3) executive search firms to <br />present proposals and appear at the meeting, re-evaluate the interim City Administrator - <br />appointing an interim City Administrator, continuing with the status quo or obtaining the <br />advice of the search firms. Council Member Broussard Vickers stated that she would like <br />to see Council agendas kept to a minimum. Mayor Swedberg questioned whether <br />Council could focus only on this issue. Council Member Broussard Vickers stated no <br />due to the fact that Council has legal requirements that must be met along with petitions <br />and complaints come forward. Council Member Broussard Vickers stated that anything <br />else that Council is adding needs to be cut down as much as possible. Council Member <br />Broussard Vickers stated that she knows Council puts a large demand on Staff time and <br />in addition to Council requesting that Committees lighten up, Council is going to have to <br />lighten up, wherever Council can. Council Member Capra stated that the only minutes <br />Council needed in their packet is the Planning and Zoning Commission minutes. Council <br />stated that the Council meeting minutes and Planning and Zoning minutes did not need to <br />be proofed because Council does that anyway or need to be approved immediately. <br />Council Member Broussard Vickers stated there have been plenty of times where minutes <br />went months and months before being approved. Discussion ensued regarding remaining <br />current on minutes, proofing, etc. Council Member Capra stated that the previous set of <br />minutes was missing pages 11 and 12. <br /> <br />Page 12 of 15 <br />
