July 13, 2001
Emergency Council Meeting Minutes

Council Member Nelson stated that the reason this meeting was called was that Council
Member Capra had e-mailed her stating that she had received several Staff calls
concerned about the interim, and would an Emergency meeting be in order. Council
Member Nelson concurred and contacted Ms. Bender to arrange same. Council Member
Nelson stated that Council does want Staff to understand that Council does have a plan
and they can rest assured in their jobs. Council Member Broussard Vickers questioned
Ms. Bender whether she and Mr. patzer could forward the information to Staff or would
Staff prefer a meeting with Council. Mr. McPherson felt that a Staff meeting with
Council would be preferred. Discussion ensued regarding the Mayor being out of town
the following week, etc. Council Member Broussard Vickers questioned whether
Council could set Monday evening or Tuesday evening for a Staff meeting with Council
and whichever Staff would care to be there. Council Member Nelson stated that if
Council could be with Staff it should be as early as possible before they go home.
Discussion ensued regarding proper posting of the meeting; cable channel, vestibule and
sign out front, the definition between Emergency and Special meeting, members
schedules, etc. Consensus was that Council would meet on Wednesday, July 18, 2001 at
4:00 p.rn. and three (3) members would try to make the meeting.

Council Member Broussard Vickers stated that if any Staff person contacts any Council
Member, the entire Council is notified with the name of the person that has been notified
of exactly what the problem was so that all five (5) of the members have all contact from
all individuals. Council Member Capra questioned whether same needed to be filtered
through Ms. Bender, Council cannot share information without same being public.
Consensus was that the items could be e-mailed to her and then forwarded to all Council
Members. Council Member Broussard Vickers felt that if Staff desired to speak with a
Council Member there are aware of same. Council Member Broussard Vickers stated
that Staff should be notified right away on Monday, in writing, that they are certainly
able to Council, but if they do, they need to be aware that everything they say and who
they are is simply going to be notified to all Council Members. Council Member Nelson
concurred. They may find one (1) person easier to talk to or not, but then at least every
one is in the loop and has the same information. Council Member Nelson stated that
usually when she speaks with someone, she writes down a conversation report, City or
her own business conversations.
