February 15, 200 I
ColDlcil Meeting Minutes

Mayor Swedberg stated he was willing to spend a little money if need be to keep
residents informed.

Mayor Swedberg stated it was hard for him to get to the meetings at 6:00 p.m., as he has
to take vacation time to get here on time. He questioned if it would be all right with
Council to move the meeting to 6:30 p.m. He also suggested that whatever time is set for
the Council meeting the same time be set for all committees within the City.

Council Member Travis indicated he was fine with the 6:00 p.m. start time and stated he
would be okay with 6:30 p.m. but no later as the meetings have a tendency to run late.

Council Member Broussard Vickers stated she would make 6:30 p.m. work but no later
as the meetings run long. She also stated she did not feel Council should set the times for
committees as she feels they should at least have the authority to decide the time of their
meeting.

Council Member Capra stated she has a hard time making a 6:00 p.m. meeting and stated
6:30 p.m. would be easier for her.

Council Member Nelson stated she was okay with a 6:30 p.m. start time but not any later.
She also stated she would like to communicate to the committees that Council would
prefer them to hold their meetings at the same time as Council.

Mr. Wilharber noted that sometimes Council would get a presentation that went on for
hours and hours or a resident that goes on for quite some time so the Council meetings
were changed to an earlier start time to accommodate that.

Council Member Capra stated she felt Council needed to limit people's comments at
public hearings and suggested a time limit of ten (10) minutes with one chance for
rebuttal

Mr. Wilharber noted many cities have a five (5) minute time limit and allow a resident to
speak only once on a particular subject.

Mr. Hoeft stated five (5) minutes is the standard time limit for resident input. In larger
cities there is actually a podium with lights that change from green to yellow to red to let
the resident know they need to wrap up their comments.

Motion bv Council Member Nelson. seconded bv Council Member Caora to chant!e
the start time of the Council Meetino to 6:30 o.m. be2inoint! with the first meetint!
in March. All in favor. Motion carried unanimouslv.

Council Member Travis stated he was not in favor of regularly scheduled workshops. He
stated that when there is a need for one he has not missed one but is not in favor of
scheduling them just for the sake of having a meeting.

Council Member Capra stated she feels there is a lot of information that will need to be
discussed and that Council could shorten the length of the regular meetings by having
discussion at a workshop.
