February 15, 2001 COImci1 Meeting Minutes Council Member Capra noted the Planning and Zoning Committee had a workshop that was attended by the public. She questioned whether the Committee has to allow public input at the workshop. Mr. Hoeft stated the City does not have to answer to the public at the workshop. Council Member Capra clarified the meeting is open to the public but there is no need for comments or questions to Council or the Committee. Council Member Broussard Vickers stated she was not in favor of regular workshops as she feels residents are used to Council discussing issues at the regular meeting. She then stated she is not willing to come to a workshop once a month as she would rather stay late at a Council meeting rather than attend a regular workshop meeting. She also questioned when Council intended to discuss Council liaisons to committees. Mayor Swedberg asked Council Members Travis and Broussard Vickers if there appears to be a need for a workshop on a specific subject would they be willing to meet for a workshop. Council Members Travis and Broussard Vickers stated they were fine with an occasional workshop on an as needed basis but did not see the need for a monthly workshop. Council Member Capra suggested discussing the liaisons to committees at the workshop. Mayor Swedberg stated he thought Council needed to state what would be discussed at a workshop and stick to that subject. Mr. Hoeft concurred. Council Member Nelson stated she would like to have goals and budgets for the Park and Recreation Committee available at the workshop. Consensus was to schedule a workshop for February 27, 2001 at 6:30 p.m. Mr. Wilharber requested Council carefully consider future development when considering how to proceed with the park and cautioned Council against doing anything half way as that would end up costing the City and taxpayers more money in the long run. Council Member Capra stated she had spoken to Father Fitzgerald and he told her the Archdioceses had given the church the okay to develop a plan for either expanding the current church building or building a new church. She noted the church seemed willing to work with the City on a possible land swap. Mr. Wilharber pointed out he attends St. Mary's and St. Genevieve's and when St. Mary's reconstructed the original church they were careful to keep the historical nature of the building which is something he hopes St. Genevieve's keeps in mind for their expansion. Motion bv Council Member Nelson. seconded bv Council Member Caora to schedule a workshon for Februarv 27. 2001 at 6:30 n.m. All in favor. Motion carried unanimouslv.
